\r\n Bu çalışma; Türkiye’de Osmanlı Türkçesiyle Mehmed Cavid tarafından yazılmış, alandaki ilk kitap vasıtasıyla, istatistik disiplininin evrimini tarihsel bir perspektif içinde ele alıyor. Bu yolla çalışma; sayılardan istatistiklere geçiş süreciyle eş zamanlı olarak, devlet toplum ilişkilerinin zihniyet ve teknolojisinde yaşanan değişimi de çözümlemeyi amaçlıyor. Giriş bölümü ‘normal’ olanın tanımlanmasına dönük bir çerçeve sağlıyor. İkinci bölüm ağırlıkla Mehmed Cavid’in hayatı ve İhsaiyat’ın ortaya çıkış koşullarını belirleyen tarihsel ve entelektüel şartları ortaya koyuyor. Sonuçta çalışma istatistiğin salt bir baskı aygıtı olarak görülmesine zemin hazırlayan yüzeysel anlayışa karşı çıkmakla kalmayıp, yaşamın özerkliğinden ve dirençten yana tavrını ortaya koyuyor.\r\n
