The life of Ismail Fazıl Pasha, who witnessed to collapse period of the Ottoman Empire and the process of the foundation of the basis of modern Turkish Republic, is crucially important to enlighten our recent history. \r\n Bu çalışmada genel itibariyle, İsmail Fazıl Paşa’nın Birinci Meclis’teki siyasî faaliyetleri değerlendirilmeye çalışılmıştır. Osmanlı Devleti’nin çöküş dönemine ve modern Türkiye Cumhuriyeti Devleti’nin temellerinin atıldığı sürece tanıklık eden İsmail Fazıl Paşa’nın yaşamı yakın tarihimizin aydınlatılması açısından çok önemlidir. İsmail Fazıl Paşa, 1877– 1878 Osmanlı-Rus Savaşı’na ve Balkan Savaşları’na katılmış, bu savaşlarda birçok başarıya imza atmıştır. Meclis-i Mebusan’ın feshi üzerine Ankara’ya gelerek 23 Nisan 1920’de hazır bulunmuştur. Milli Mücadele’nin başlarında ilerlemiş yaşına rağmen hizmetini aksatmayarak “milli irade”ye dayalı Türkiye Cumhuriyeti Devleti’nin kurulmasına büyük katkılar sağlamıştır. İlk kurulan Vekiller Heyeti’ne, 3 Mayıs 1920’de Nafıa Vekili seçilmiştir.
