Abstract
This study examines how the initially chaotic, fragmented, and poorly coordinated structure observed in the disaster area following the February 6, 2023 Kahramanmaraş earthquakes evolved over time into a more organized and functional system from the perspective of complex systems theory. Adopting a qualitative research approach, the study is based on semi-structured in-depth interviews conducted with seven volunteers and professionals who were actively involved in the disaster response. The data were analyzed using thematic analysis, resulting in four main themes: coordination, communication, leadership, and resource management and adaptation. The findings indicate that when central coordination mechanisms are insufficient, actors with professional knowledge and experience enhance crisis management capacity by developing self-organization processes, spontaneous leadership, and interaction networks. The study highlights the need to reconsider disaster management practices by strengthening professional resilience and local adaptive capacity.
