Özet

Güç, kuvvet, erk, iktidar, hâkimiyet, hegemonya, egemenlik ya da başka hangi kelime ile ifade edilirse edilsin “mutlak güç” her nerede olursa olsun tehlikelidir ve yozlaşmaya eğilimlidir. İyi bir sosyal düzen, siyasal düzen ve iktisadi düzenin inşa edilmesi için yapılması gereken mutlak güç ve yetkileri etkin kurallar ve kurumlarla sınırlandırmaktır. İster siyaset, ister ticaret; ister polis, ister asker; ister üniversite, ister yüksek yargı organları; ister medya, ister cemaat olsun tüm kurumlarda güç ve yetkilerin sınırı ve çerçevesinin çizilmesi gerekir.
