Özet
Son yıllarda dünyada ve Türkiye’de yaşanmakta olan gıda krizi fiyat artışları, arz dalgalanmaları, beslenme sorunları, iklim değişikliği gibi çeşitli boyutlarıyla tartışılmaktadır. Bu etkilere bağlı olarak endüstriyel gıda sistemine yönelik sorgulamalar artarken gıda sistemlerinde alternatif üretim ve tedarik yöntemlerine olan ilgi artmaktadır. Bu sürece bağlı olarak Türkiye’de son yıllarda kooperatifleşme politikaları ve uygulamalarında yeniden bir canlanma gözlenmektedir. Bu canlanmaya karşın kooperatifçiliği Osmanlı’nın son dönemlerine ve Cumhuriyetin kuruluş yıllarına dayanan köklü bir geçmişi vardır. Bu çalışmanın amacı Cumhuriyetin kuruluş yıllarından itibaren varlığını sürdüren kooperatifleşme deneyimlerini gıda sistemlerinde yaşanan değişmelerle birlikte ele almaktır. Diğer bir değişle gıda sistemlerinin ve kooperatiflerin cumhuriyet tarihi boyunca geçirdiği dönüşüm çalışmanın odak noktası olarak belirlenmiştir. Çalışmada üç farklı dönem altında ele alınan kooperatiflerin gıda sistemleri içindeki değişen rolleri bakımından süreklilik gösteren ve farklılaşan özellikleri neler olabileceği sorusu cevaplanmaya çalışılmıştır. Merkezi devletin tarım, gıda politikaları, kırsal ve kentsel yapıdaki dönüşüm ve toplumsal hareketlerin eğilimlerine bağlı olarak kooperatiflerin taşıdığı rol ve işlevler farklılaşmaktadır. Çalışmada farklılaşma ve sürekliliklerin izi sürülerek 2000 sonrası dönemde gelişen kooperatifçiliğin merkezi devletten bağımsızlaşan karakterinin daha güçlü bir şekilde ortaya çıktığı saptanmıştır.
Abstract
In recent years, the food crisis, encompassing various dimensions such as price increases, supply fluctuations, nutritional issues and climate change is being widely discussed both globally and Turkey. As a result of these impacts, there is an increasing scrutiny of the industrial food system, accompanied by a growing interest in alternative production and supply methods within food systems. Consequently, there has been a resurgence in cooperative policies and practices in Turkey in recent years. Despite this resurgence, cooperatives have a deep-rooted history dating back to the final years of the Ottoman Empire and the early years of the Republic. The aim of this study is to examine the experiences of cooperatives that have persisted since the early years of the Republic, in conjunction with the changes occurring in food systems. In other words, the transformation undergone by food systems and cooperatives throughout the history of the republic is the focal point of this study. Within the study, the continuous and evolving features of cooperatives in terms of their changing roles within food systems, analyzed through three distinct time periods, are investigated. The roles and functions of cooperatives vary in accordance with the central government's agricultural and food policies, transformations in rural and urban structures, and the tendencies of societal movements. By tracing the threads of differentiation and continuity, the study identifies that post-2000 cooperatives have exhibited a stronger tendency to become more independent from the central government, underlining a more pronounced departure from their previous characteristics.
