Özet

Toplumsal hayatta göçebe bir yaşam tarzının benimsenmesi, kaynakları etkili kullanma ve kolektif iş birliği gibi tecrübelerin yanında devlet teşkilatında farklı yönetim yaklaşımları ve pratikleriyle karşılaşılması, işlevsel yasalara ihtiyaç duyulması, toplumsal adaleti sağlama gibi gereklilikler ve uygulamalar Türk toplumunun yönetim ve organizasyon kabiliyetinin güçlenmesine öncülük etmiştir. Bu kabiliyet tarih boyunca farklı coğrafyalarda güçlü ve uzun ömürlü devletlerin kurulmasını sağlamıştır. Tarihteki bu başarı hikayesinde en büyük katkılardan birisi kuşkusuz nitelikli yöneticilerin yetiştirilebilmiş olmasıdır. İlk Türk devletlerinden itibaren benimsenen bir anlayışın ve kaygının ürünü olan “iyi yöneticilerin yetiştirilmesi” ihtiyacı ve geleneği günümüzde de devam etmektedir. Karahanlılar ve Selçuklularla başlayan yöneticilerin kurumsal yapı içerisinde yetiştirilmeleri süreci Osmanlı Devleti ile farklı bir boyut kazanmıştır. Başarılı uygulamaları takip eden ve önceki hatalardan ders alarak yönetim sistemini ve teşkilat yapısını sürekli geliştiren Osmanlılar “ehliyetli ve liyakatli” yöneticiler yetiştirebilmek amacıyla varlığını uzun süre devam ettiren Enderun Mektebi’ni kurmuştur. Devletin son dönemlerinde Mülkiye Mektebi’nin açılması ise bu alanda çağdaşlaşma yolunda önemli bir adım olarak değerlendirilmektedir. Cumhuriyet’in kuruluş yıllarında devletin yönetici kadrolarını yetiştirerek modernizasyonu sağlamak amacıyla çeşitli reformlar gerçekleştirilmiş, iyi yetişmiş nitelikli yönetici kadrosuna olan ihtiyaç farklı yöntem ve usullerle karşılanmıştır. Türkiye Cumhuriyeti'nin yönetici eğitimi ve yetiştirme pratiğini geleneksel ve modern perspektiflerden karşılaştıran bu çalışmada klasik yönetici eğitimi anlayışı incelenmekte, ayrıca Cumhuriyet dönemiyle birlikte başlayan dönüşüm sürecinde çağdaş yönetim teorilerinin yönetici eğitimi ve yetiştirilmesi konusuna yansımaları ele alınmaktadır. Cumhuriyetin yönetici eğitimi ve yetiştirilmesi süreçlerindeki tecrübelerini anlamlandırmaya katkı sağlaması ve bu konuda geleceğe dönük stratejilerinin belirlenmesine yardımcı olması beklenilen çalışmanın sonunda sözkonusu alanın geliştirilmesine yönelik politika önerileri ve yeni bakış açıları sunulmuştur.

Abstract

The adoption of a nomadic lifestyle in social life, and experiences such as effective use of resources and collective cooperation, as well as the encounter with different management approaches and practices in state organisation, the need for functional laws, and the requirements and practices such as ensuring social justice have been pioneering in strengthening the management and organisation capability of Turkish society. This ability has led to the establishment of strong and long-lasting states in different parts of the world throughout history. One of the biggest contributions to this success story in history is undoubtedly the ability to train qualified administrators. The need and tradition of "qualified managers", which is the product of an understanding and concern adopted since the first Turkish states, continues today. The process of training managers within the institutional structure, which started with the Karakhanids and Seljuks, gained a different dimension with the Ottoman Empire. The Ottomans, who followed successful practices and continuously improved their management system and organisational structure by taking lessons from previous mistakes, established the Enderun School, which continued its existence for a long time in order to train "competent and meritorious" managers. The opening of the Mekteb-i Mülkiye (School of Civil Administration) in the last periods of the state is considered as an important step towards modernisation in this field. During the foundation years of the Republic, various reforms were carried out in order to ensure modernisation by training the administrative staff of the state, and the need for well-trained qualified administrative staff was met through different methods and procedures. In this study, which compares the executive education and training practices of the Republic of Turkey from traditional and modern perspectives, the classical understanding of executive education is analysed, and the reflections of contemporary management theories on executive education and training in the transformation process that started with the Republican period are discussed. At the end of the study, which is expected to contribute to making sense of the experiences of the Republic in the processes of executive education and training and to help determine future strategies in this field, policy recommendations and new perspectives for the development of this field are presented.
