Özet
İstihbarat analizi, bir problem alanında var olan belirsizlikleri ortadan kaldırmak için kurumsallaşmış yapının kesintisiz edindiği bilgiyi sistematik olarak çözümleyerek karar vericilere arz etme sürecidir. İstihbarat arşivleri, bilginin analiz süzgecinden geçirilerek hazırlanmış olması ve doğruluğu pek çok kaynaktan tüm yönleriyle teyit etmiş olması nedeniyle tarihin bilinmeyenlerini ortaya çıkarması açısından son derece önemli bir işlevi yerine getirmektedir. Bu yönüyle önemli tarihi belgeler arasında yer alan istihbarat arşivleri, “aslında ne olmuştu?” sorusuna cevap bulmamıza yardımcı olur. Son zamanlarda başta Büyük Britanya olmak üzere pek çok batılı devlet, Birinci Dünya Savaşı sürecinde istihbaratla ilgili arşivlerini kamuoyunun ilgisine sunmaktadır. Çalışma, Büyük Britanya Harp Dairesi tarafından hazırlanan Türkiye’de Durum, 15 Mart 1920 isimli askerî raporun “İstihbarat” kısmını ele almıştır. Millî Mücadele sürecinde Türkiye ve yakın coğrafyasıyla ilgili gelişme ve öngörüleri analiz eden rapor, Büyük Britanya’nın millî mücadeleye yaklaşımını anlamak açısından çok yönlü bilgiler sunmaktadır. Çalışma, İngiliz arşiv kayıtları başta olmak üzere literatürde konuyla alakalı yer alan yerli/yabancı telif ve tetkik eserlerden faydalanılarak hazırlanmıştır. Çalışmada kaynak taraması, tasnif, analiz, tenkit ve sentez sırası izlenmiştir.
Abstract
Intelligence analysis is the process of systematically analyzing and presenting the information that the institutionalized structure has continuously acquired to the decision- makers to eliminate the uncertainties existing in a problem area. Intelligence archives fulfill a vital function in revealing the unknowns of history since the information has been prepared by passing through the filter of analysis and has confirmed the accuracy in all aspects from many sources. Intelligence archives are among the important historical documents in this respect, “what actually happened?” It helps us answer the question. Recently many western states, especially Great Britain, have presented their intelligence archives to the public attention during the First World War. The study deals with the “Information” part of the military report titled Situation in Turkey, March 15, 1920, prepared by the Great Britain War Office. The report, which analyzes the developments and predictions about Türkiye and its nearby geography during the National Struggle, provides versatile information in terms of understanding the approach of Great Britain to the national struggle. The study has been prepared by making use of domestic/foreign copyright and examination works related to the subject in the literature, especially the British archive records. In the study, the order of literature review, classification, analysis, criticism, and synthesis was followed.
