Özet
Atatürk Dönemi Türk kadın haklarının gelişim sürecinin ele alındığı bu çalışmada zaman, mekân ve dinî inanca göre kadınlara olan yaklaşım incelenmeye çalışılmıştır. İslamiyet öncesi Türk tarihinde erkekle denk tutulan kadın, İslamiyetle birlikte değişen kültürün de etkisiyle geri planda kalmıştır. Zamanla hakları kesintiye uğrayan Türk kadınları, Cumhuriyetin ilanı ve Atatürk’ün dünya görüşü çerçevesinde yeniden şekillenmiş ve hak ettiği yeri bulmuştur. Eğitimden istihdama kadar birçok yönde erkekle eş tutulan Türk kadını eğitim ve kültürde de yükselmiş, çağdaş bir kimliğe bürünmüştür. Atatürk Dönemi kadın hakları meselesi üzerinde durulan ve bilimsel alanda çok çalışılan bir konu olmuştur. Ancak bu çalışmalar kaynak bakımından birbirini tekrar etmiş ya da içerik olarak yüzeysel, bilinegelmiş konulardan oluşmuştur. Kanunların oluşum sürecini gözler önüne seren ve meclisteki görüşmelerin kayıt altına alındığı TBMM Zabıt Cerideleri ise çalışmalarda belli başlı konular dışında kullanılmamıştır. Bu nedenle çalışmanın ana kaynağını TBMM Zabıt Cerideleri oluşturmuştur. Atatürk Dönemi meclis zabıtlarının ele alındığı çalışmada kadınların sosyal, siyasi, eğitim, ekonomik ve medeni hallerini ilgilendiren tüm kayıtlar kullanılmaya özen gösterilmiştir.
Abstract
In this study, which deals with the development process of Turkish women’s rights in the Atatürk Era, the approach to women according to time, place, and religious belief has been tried to be examined. Women, who were equated with men in Turkish history before Islam, remained in the background because of the changing culture of Islam. Turkish women, whose rights were cut off over time, were reshaped within the framework of the proclamation of the Republic and Atatürk’s worldview and found the place they deserved. Turkish women, equated with men in many aspects, from education to employment, have risen in education and culture, and have assumed a contemporary identity. In the Atatürk Era, the issue of women’s rights has been a subject that has been emphasized and spent much time in the scientific field. However, these studies either repeated each other in terms of source or consisted of superficial and well-known topics in content. The TGNA Minutes, which reveal the formation process of the laws and record the discussions in the Assembly, was not used in the studies on women. For this reason, the primary source of the study was the Parliamentary Minutes. In the study, which deals with the parliamentary minutes of the Atatürk Period, care was taken to use all the records concerning women’s social, political, educational, economic, and marital status.
