Özet

Çalışmamızda sanayi devrimlerinin günümüze dek gelişiminde kamu politikalarına etkilerine ışık tutmaya çalışarak, sanayi devrimlerine dair politika yapmayı zorunlu kılan nedenler araştırmanın amacına yönelik ilgili yazın çerçevesinde incelenmiştir. Sanayi devrimlerinin yıllar içinde dönüşerek teknolojik gelişmelerle ortaya çıkan dördüncü sanayi devrimi ile inovasyon ve enformasyon toplumu politikalarının önemini değerlendirmenin ardından, dördüncü sanayi devriminin kamu politikaları üzerindeki etkisi Türkiye’nin bu alandaki yeri ve uygulamaları çerçevesinde incelenmiş, bilgi çağını yakalama ve teknolojik gelişmelere uyum sağlama çabaları ortaya konmuştur. Abstract

The effort within the scope of this very study is to elucidate upon the reasons about the public policy making mandatorily in genesis, responding to the challenges of the industrial revolutions until very contemporary times, coupled with an analysis of the impact of the latter on public policy making. In the aftermath of the discussion of the fourth industrial revolution evolving from the very first one along with overwhelming and tremendous innovation and technology management the study dwells upon a second discussion and elaboration that underlines different facets of information society and corresponding related policy processes, with concrete cases drawn from the Turkish case within a context of fourth industrial revolution evaluation. Henceforth, the Turkish case shall be kept under close scrutiny in a comparative perspective with global counterparts, underlining the country’s attempts to keep up with the impact of the related thorough challenges.Key Words: Public Policy, Industry 4.0, Informtion Society, Innovation JEL Classification: H10, H19, I20,I28
