Özet
Bu çalışmada yerel yönetişim ilkesi kapsamında Kent Konseylerinin yerinden yönetilen katılımcı kent yönetimleri üzerindeki önemli fonksiyonları ve görevleri vurgulanmaya çalışılacaktır. Bu çalışmanın temel çıkış noktası Kent Konseylerinin yerel yönetişim ilkesini hayata geçirebilecek somut yapılanmalar olduğu öngörüsüdür. Bu bağlamda kent yönetimlerinde katılımcı, demokratik ve çok aktörlü yönetimin Kent Konseyleri aracılığı ile sağlanacağı öngörüsü irdelenmeye çalışılacaktır. Bu amaçla Türkiye’de kent yönetimleri olarak bilinen belediyeler, katılımcı yönetim, yönetişim, yerel yönetişim ve yönetimde çok aktörlülük gibi kavramlar Kent Konseyleri kapsamında incelenerek ortak aklın somut şekli biçiminde ortaya çıkan yerel yönetişime dayalı katılımcı kent yönetimlerinin mevcut durumlarının yerel demokrasi ile hangi ölçüde uyuştuğu tespit edilmeye çalışılacaktır. Ayrıca Kent Konseylerinin yerel yönetişime ve yerel demokrasiye olan katkıları incelenecektir. Bu çalışmanın sonucunda yerel demokrasinin geliştirilebilmesi için Kent Konseylerinin varlıklarının zorunlu olduğu görüşü temel alınarak yerel ve dolayısıyla ulusal demokrasinin bu yapılanmalar kapsamında güçlendirilmesi gerekliliği vurgulandıktan sonra bu alanda yapılan tartışmalara katkıda bulunulması hedeflenmektedir.
Abstract
In this article, the functions and duties of city councils on the participant city administration governed in local level will be emphasized within the framework of local governance. The main point of this article is the foresight that the city councils are the concrete structures of implementing the principle of local governance. In this context, it will be scrutinized that the foresight of participatory, democratic and multi-level administration in the city administration will be provided through the city councils will be scrutinized. To that end, the municipalities, which are known city administrations in Turkey, the concepts such as participatory administration, governance, local governance, multi-level in administration will be scrutinized within the framework of the city councils and the current stance of participatory city administrations, which is based on local governance on the concrete framework of common mind, will be tried to determine whether it is compatible with local democracy or not. Furthermore the contributions to local governance and local democracy of the city councils will be assessed. At the end of this article, the opinion that is necessary for the existence of the City Council for the development of local democracy is based. At the same time, the necessity of strengthening local and national democracy within the scope of these structures is emphasized. As a result, it is aimed to contribute to the debate in this area.
