Özet
21. yüzyıl değişim çağı olarak görülmektedir. Söz konusu değişimin temel nedenlerinden biri bilgi ve iletişim teknolojilerinde yaşanan gelişmelerdir. Bilgi ve iletişim teknolojilerindeki hızlı değişim, devlet kurumlarını da etkilemektedir. Bu gelişmelere paralel olarak, kamu yönetimleri daha hızlı, daha kolay ve daha az maliyetle çalışan yeni bir yapıya doğru yönelmiştir. Bu yeni yapı elektronik devlet adıyla anılan “e-devlet” yapısıdır. Değişim çağında, devletler geleneksel devlet anlayışlarını terk edip, e-devlet yapısına geçmektedir. Bu çalışmada e-devlet kavramı tanımlanmış ve e-devlet uygulamalarında yaşanan sorunlar ele alınmıştır.
Abstract
21. Century as the age of difference is seen. One of the main causes of such changes experienced in information and communication technology developments. The rapid development of information and communication technology, public institutions are also affected. In paralel with this development, public administration, faster, easier and less costly work has been directed toward a new structure. The new structure of electronic states known as “e-government” is the structure. In the age of change, the states switch to the structure of egovernment leaving their traditional methods. In this study, the concept of e-state is defined and what is problems on practices of e-government are evaluated
