Türkiye’de Modernleşme, Bürokratik Vesayet ve ‘Derin Devlet’

Özet

Sivil ve askeri bürokratiklar, Tanzimat döneminden itibaren Osmanlı’da devlet yönetiminde etkin olmuşlardır. Osmanlı modernleşme sürecinde bürokratlar, önce kurumsal ve idari yenileşme (Tanzimat bürokratları), daha sonra siyasi ve anayasal reform (Genç Osmanlılar) ve siyasi ve toplumsal reform (Jön/Genç Türkler) fikirleri ve uygulamaları ile etkili oldular. İttihat ve Terakki Cemiyeti altında örgütlenen son grup pozitivist ve Jakoben bir anlayış ile batılı siyasal ve toplumsal yapıların benimsenmesini vurguldılar. Bu reformist anlayışa sahip askeri bürokratik seçkinler Cumhuriyet döneminde de etkinliğini sürdürmüşler, CHP ile Tek Parti döneminde görüşleri iktidar olmuştur. 1950 yılında çok partili hayata geçildikten ve DP iktidara geldikten sonra, devlet idaresini çevreden gelen seçilmiş sivillerle paylaşmak istememişlerdir. Yavaş iktidarı zayıflayan atanmış bürokratlar durumdan rahatsız olmuşlar ve 27 Mayıs 1960 Darbesi yaşanmıştır. Ülkenin demokratik yollarla seçilen hükümeti askeri bir darbe ile devrilmiş, siyaseti 27 Mayıs darbesi ile darbe ve müdahaleler zincirinin ilk halkasını tecrübe etmiştir. 27 Mayıs darbesi ile başlayan süreçte atanmışlar, yaptıkları darbe anayasaları ile vesayet sistemini kurumsallaştırmışlar, devlet içerisinde otonom alan yaratmışlar, siyasetçilere devlet alanını kontrol etme ve ülkeyi yönetme fırsatı vermemişlerdir. MGK başta olmak üzere pek çok vesayet yapıları oluşturulup demokratik siyaset üzerinde kontrol sağlanmıştır. Bu çalışma, tüm bu yapıların özellikle ‘derin devlet’ tartışmaları etrafında zaman zaman genel şamil devlet refleksi ve devletin temsil ettiği genel yarar gibi kavramlar etrafında meşrulaştırıldığını tartışmaktadır. Aslında yaşanan şey; küçük bir bürokratik oligarşik seçkinler grubu bu vesayet kurumları yoluyla seçilmiş iktidarlara ülkenin kaderini belirleme imkânı vermemişlerdir.

Abstract

The civil-military bureaucrats were active in the administration of the Ottoman state since the beginning of the Tanzimat era. They had a full control over the administration except Abdülhamit II’s rule. During Ottoman modernization, the Tanzimat bureaucrats put forward the idea of institutional and administrative reforms; the Young Ottomans believed in the necessity of political and constitutional reforms; and the last wave of bureaucratic reformers, the Young Turks, gave importance and put into practice a set of political and social reforms. This last reformist bureaucrats, under the Committee of Union and Prograss, had a belief that the only way to be modern and civilized was to adopt western political and social values and institutions with a positivist and Jakoben understanding and put into practice by means of the state mechanism from above. The military-bureaucratic elite having such an perspective maintained the Unionist conception in the Republican period, as they were in power during the Single Party (CHP) Period. After 1950, the multi-party era, the ruling bureaucratic elites did not share power with the elected civilians. And then the clash between the cilians and bureaucrats came to the fore and the result was the 1960 coup overtrowing the country's democratically elected government, and this coup has encouraged the latter. In the process starting with the May 27 coup, the bureaucrats institutionalized the tutelage system with the 1961 constitutions, created autonomous areas within the state structure from the elected gorvernment like the MGK, and prevented the civilians to rule the country by establishing the full control over the state structure. This study argues that all tutelary institutions and structures were being justified in terms of the discussions on the Turkish ‘deep state’ by claiming to promote the common interest of the people. What happened indeed was the rule of the a small oligarchic group of the bureaucrats, which prevented the civilians to determine the fate of the country.
