Özet
Öz: Osmanlı İmparatorluğu 19. Yüzyılın başlarından itibaren yoğunlaşan savaşlarabağlı olarak harcamaların artması nedeniyle mali yapının düzeltilmesine yönelik bir dizireformlara yönelmiştir. Askeri ve mali yapıdaki reformlar yürürlüğe konulmasıyla vergigelirlerinin artırılması gerçekleşmiş ise de,bu reformlar daha çok siyasi ve mali merkezileşmenintemellerini oluşturmuştur. Bu bağlamda vergi gelirleri artmışsa da orduya yönelikharcamaların ağırlık kazanması gelir ve giderleri karşılamaz duruma dönüşmesineve bütçe açıkları ile finansman ihtiyacının artmasına neden olmuştur.Anahtar Kelimeler: 19. Abstract
Ottoman Empire directed a series of reforms in order to deal with the intensive expenses caused by intensified wars since at the beginning of the 19 century. While implementing military and fiscal reforms resulted with increment of taxation incomes, these reforms mostly constructed the bases of political and fiscal structure. In this context, even if the incomes from taxes raised, fiscal deficit and financial needs also raised because of the increment of military expenses that broke the budget balance between incomes and outcomes.
