Özet

Kurtuluş Savaşı’nın kazanılmasından sonra toplanan İzmir İktisat Kongresine diğer sosyal sınıflar gibi temsilci gönderebilen işçi sınıfı burada iktisadi esaslarını belirlemiştir. Ancak 1923 yılından 1931 yılına kadar olan dönemde hükümetin çalışma hayatı düzeni ve işçi sınıfı ile ilgili düzenlemelere ihtiyaç duyduğu söylenemez. Buna rağmen göreli bir serbestlik ortamında işçiler örgütlenme ve üst birlik oluşturma çabalarına devam etmişler, birtakım grev eylemleri gerçekleştirmişlerdir. Bunun dışında bazı işçi örgütlerinin devletle ilişkilerini geliştirmek suretiyle çalışma hayatını düzenleyecek mevzuata katkıda bulunmak çabası olmuştur. 1931 yılı Cumhuriyet Türkiye’sinde her açıdan yeni bir dönemin başlangıcıdır. Devletçi ekonomi politikaları uygulanması yoluyla kalkınmayı gerçekleştirmeyi hedefleyen parti, sanayinin gelişmesine mukabil olarak işçi sınıfının da çoğalacağını öngörmüştür. Programında sınıf ayrılığını ve sınıf çatışmalarını kesin bir dille reddeden parti çalışma hayatında herhangi bir engelle karşılaşmamak istememiştir. Bunun için bir taraftan işçi eylemlerini çeşitli yasal düzenlemelerle engellerken, bir taraftan işçi örgütlenmelerinin kontrolünü eline almak istemiştir. Bu dönemin kazancı 1924 yılından itibaren oluşturulması için beklenen 1936 yılındaki İş Kanununun çıkarılması olmuştur. Yeni İş Kanunu ile çalışma hayatına bir düzen getirilirken, grev ve lokavt yasaklanmıştır. İş Kanunundan önce ve sonra diğer yasal önlemlerle takviye edilen bu dönemde grev sayısı bir önceki döneme göre daha az olmuştur.

Abstract

The working class which could send the representative like other social classes to İzmir Economic Congress which convened after gained the victory of the Independence War determined their economic principals here. But it cannot be said that the government needed regulations on working life and the working class from 1923 to 1931. Although the workers were subjected to some obstacles such as the Takrir-i Sükûn Law, they continued their efforts to organize and form a higher unit in a relative environment of freedom and carried out some strike actions. Apart from this, some workers’ organizations have tried to contribute to the legislation that will regulate working life by improving their relations with the state. 1931 is the beginning of a new era in every aspect of the Republic of Turkey. The party, which aims to achieve development through the application of statist economic policies, has predicted that the working class will increase in response to the development of industry. The party rejected class separation and class conflicts in its program did not want to face any obstacles in working life. For this, while it preventing the workers’ actions with various legal regulations, it wanted to take control of the workers ‘organizations. The gain of this period was the enactment of the Labor Code of 1936, which is expected to be established since 1924. The working life ordered with the new Labor Code, strikes and lockouts were prohibited. In this period, which was reinforced by other legal measures before and after the Labor Code, the number of strikes was less than the previous period.
