Özet
Tarihsel gelişim süreçleri açısından incelendiğinde anlaşılmaktadır ki her toplumun kendine özgü oluşturduğu birtakım kurumlar ve bunlara özgü modeller vardır. Toplumda var olan her sosyal kurumun ortaya çıkması, gelişmesi ve modern anlamda var olan yeni birtakım kurumlara öncülük etmesi uzun bir tarihi sürecin sonucudur. Bütün sosyal kurumların tarihi, o toplumun yaşamış olduğu geçmiş tecrübelere ve uygulamalara dayanmaktadır. Zaten bir toplumsal kurumun işlevsel bir sürekliliğe sahip olarak içinde doğduğu topluma mâl olması, tarihsel kökenleri itibarıyla geçmişte kazandığı tecrübe ve o toplumun sosyokültürel yapısından beslenmesi ile doğru orantılıdır. Bu anlamda her toplumun kendine özgü yapısı içerisinde geliştirdiği uygulamalar çok çeşitlidir. Her toplumsal kurum içinde doğduğu toplumun sosyal yapısına uygun olarak meydana gelmiş ve o toplumun içinde kendini var edebilmiştir. Bu anlamda farklı kurumsal yapıların ortaya çıkması, toplumsal yapıların farklığından kaynaklanmaktadır. Bu çalışmada da günümüz toplumlarında çeşitli formlarda var olan bir takım yardımlaşma kurumlarının geçirmiş olduğu çeşitli tarihsel aşamalar anlaşılmaya çalışılacaktır. Özellikle de toplumsal ve tarihsel olarak sosyal hizmet kurumlarından korunmaya muhtaç çocukların toplumsal tarihsel olarak kurumsal bakımının geçirmiş olduğu aşamalar üzerinde durulacaktır.
Abstract
When examined in terms of historical development processes, it is understood that each society has some institutions and models specific to them. It is the result of a long historical process that every social institution existing in society emerges, develops and leads some new institutions that exist in the contemporary sense. The history of all social institutions is based on the very old experiences and practices of that society. The fact that a social institution has a functional continuity and belongs to the society in which it was born is directly proportional to the experience gained in the past due to its historical origins and its nourishment from the cultural structure of that society. In this sense, the practices developed by each society within its unique structure are very diverse. Every social institution has formed in accordance with the social structure of the society in which it was born and has been able to exist in that society. In this sense, the emergence of different institutional structures is due to the difference of social structures. In this study, it will be tried to understand the various historical stages that a number of mutual aid institutions, which exist in various forms in today's societies, have gone through. In particular, the social and historical stages of institutional care of children in need of protection from social service institutions will be emphasized.
