Özet
Kayıt dışı istihdam, ülkelerin gelişmişlik düzeyinden bağımsız olarak günümüzde sosyal ve ekonomik yapının en temel sorunlarından birisidir. Kayıt dışı istihdamın refah arttırıcı gibi olumlu etkileri kısa vadede ortaya çıkarken, sosyal ahlak olgusunun erozyona uğraması gibi olumsuz etkileri ise uzun vadede ortaya çıktığı için gerektiği kadar üstünde durulmamıştır. Ancak son zamanlarda, olumsuz etkilerinin ortaya çıkmasıyla birlikte; kayıt dışı istihdam Türkiye ve diğer ülkeler için her geçen gün daha büyük bir sorun haline gelmektedir. Türkiye’ de kayıt dışı istihdam oranının son 10 yılda %30%40 arasında, neredeyse istihdam oranının yarısına yakın olması kayıt dışı istihdamın Türkiye’nin sosyal, kültürel ve ekonomik yönden gelişmesini engellemeye devam edeceği anlamına gelmektedir. Bu nedenle kayıt dışı istihdam çözülmesi gereken öncelikli sorunlardan birisidir
Abstract
Today, informal employment is one of the most important problems of social and economic structure independent from development level of countries. While positive effects of informal employment such as welfare enhancement emerge in the short term, because they emerge in the long term negative effects have not been focused on. However, as a result of the appearance of negative effects, informal employment is becoming a bigger problem in process of time for both Turkey and other countries. That the rate of clandestine employment in Turkey has been 30-40%, almost half of the employment rate, in the last 10 years means that it will continue to hinder development of Turkey socially, culturally and economically. Therefore, informal employment is one of the primary problems which must be solved
