Özet

1991 yılında Sovyetlerin dağılması ile Rusya, Bağımsız Devletler Topluluğu (BDT), Kolektif Güvenlik Antlaşması Örgütü (KGAÖ) gibi siyasi, askeri ve ekonomik oluşumlar yoluyla eski Sovyet coğrafyasında bağımsızlığını kazanan ülkeleri etki alanında tutmaya çalışmıştır. Bölgedeki nüfuzunu kaybetmenin küresel alandaki konumunu zayıflatacağını bilen Moskova, bu ülkelerin Batılı kurum ve kuruluşlarla entegre olmasını istememiştir. Nitekim son yıllarda Gürcistan ve Ukrayna’nın olası NATO üyeliklerine engel olmak için her türlü girişimde bulunulmuş ve en uzun sınırı paylaştığı Kazakistan’da yaşanan olaylara uzun yıllar etkinsizliği ile eleştirilen KGAÖ aracılığıyla müdahale etmiştir. Rusya’nın Şubat 2022’de Ukrayna’yı işgalinden sonra Finlandiya ve İsveç, uzun yıllardır benimsedikleri askeri tarafsızlığı terk ederek NATO'ya üyelik başvurusu yapmayı kararlaştırmıştır. Bu kapsamda Rusya-Ukrayna Savaşı yeni üyelikleri gündeme getirerek NATO’nun genişlemesine yönelik bir durum ortaya çıkarırken Orta Asya ve Kafkasya bölgesindeki gelişmeler benzer bir ihtimalin KGAÖ için de söz konusu olabileceğine işaret etmektedir. Öyle ki, NATO gibi açık kapı politikası uygulayan KGAÖ’ne zaman zaman İran’ın üye olacağına yönelik açıklamalar gündeme gelmektedir. Yine Avrasya Ekonomik Birliği’ne gözlemci üye olması sonrasında Özbekistan, 2021 yılında Rusya ile ikili bir askeri tatbikat ve Rusya ve Tacikistan ile üçlü bir askeri tatbikat gerçekleştirmiştir. Bunun yanında aynı yıl çevrimiçi formatta gerçekleştirilen KGAÖ toplantısına Özbekistan Cumhurbaşkanı Şövket Mirziyoyev konuk olarak katılmıştır. Kazakistan’da yaşanan olaylar nedeni ile gerçekleştirilen olağanüstü toplantıda Belarus Cumhurbaşkanı Aleksandr Lukaşenko’nun olayların Özbekistan’a sıçraması ihtimali olduğunu ifade etmesi ise Taşkent’in 2012 yılında askıya aldığı üyeliğini önümüzdeki günlerde yeniden aktifleştirebilir mi sorusunun ortaya çıkmasına neden olmuştur. Çalışmanın temel tezi NATO’nun genişlemesinin ve Kazakistan olaylarının KGAÖ’nün faaliyet alanlarını genişletebileceği ve yeni üyelikleri gündeme getirebileceğidir. Bu kapsamda çalışma Avrasya’nın NATO’su olarak addedilen KGAÖ’nün 30 yıllık serüvenine odaklanmaktadır. Çalışmada örgütün yapısı, işleyişi ve faaliyetleri üzerinde durulmuş ve özellikle son gelişmeler ışığında KGAÖ’nün etkinliği ve geleceği değerlendirilmiştir.

Abstract

With the collapse of the Soviet Union in 1991, Russia tried to keep the countries that gained independence in the former Soviet geography in its sphere of influence through political, military, and economic formations such as the Commonwealth of Independent States (CIS), the Collective Security Treaty Organization (CSTO). Knowing that losing its influence in the region would weaken its position in the global arena, Moscow did not want these countries to integrate with Western institutions and organizations. As a matter of fact, in recent years, every attempt has been made to prevent possible NATO memberships of Georgia and Ukraine, and it has intervened in the events in Kazakhstan, with which it shares the longest border, through the CSTO, which has been criticized for its ineffectiveness for many years. After Russia's invasion of Ukraine in February 2022, Finland and Sweden decided to abandon their long-standing military neutrality and apply for NATO membership. In this context, while the Russia-Ukraine War brought new memberships to the agenda and created a situation for NATO's enlargement, the developments in the Central Asia and Caucasus region indicate that a similar possibility may be in question for the CSTO. So much so that, from time to time, statements that Iran will become a member of the CSTO, which implements an open-door policy like NATO, come to the fore. Besides, after becoming an observer member of the Eurasian Economic Union, Uzbekistan conducted a bilateral military exercise with Russia and a trilateral military exercise with Russia and Tajikistan in 2021. In addition, the President of Uzbekistan Shavkat Mirziyoyev attended the CSTO meeting held online in the same year as a guest. The fact that Belarusian President Aleksandr Lukashenko stated at the extraordinary meeting held due to the events in Kazakhstan that there was a possibility that the events could spread to Uzbekistan caused the question of whether Tashkent could reactivate its membership suspended in 2012 in the coming days. The main thesis of the study is that the enlargement of NATO and the Kazakhstan events can expand the fields of activity of the CSTO and bring new memberships to the agenda. In this context, the study focuses on the 30-year adventure of the CSTO, which is considered the NATO of Eurasia. In the study, the structure, functioning, and activities of the Organization were emphasized and the effectiveness and future of CSTO were evaluated especially in light of recent developments.
