Özet

Bu çalışmada Osmanlı modern eğitim anlayışının Antalya’da kız çocuklarının eğitimine olan etkisi Antalya İnâs (Kız) İbtidâîsi (İlkokulu) ile İnâs Rüştiye (Ortaokulu) Mektebi özelinde ele alındı. Söz konusu okulların Osmanlı modern eğitim tarihi açısından sahip olduğu önemi ortaya koyabilmek, eğitimde başlayan modernleşme sürecinin tarihsel geçmişini anlamakla doğrudan ilgilidir. Osmanlı Devleti’nde 19. yüzyıl ortalarına kadar eğitim işleri doğrudan merkezi hükümet tarafından değil, merkezi hükümetin denetiminde vakıflar gibi sivil toplum kuruluşları tarafından yürütüldü. II. Mahmut Dönemiyle başlayan her alanda merkezileşme, ardından Tanzimat Fermanı’nın ilan edilmesi eğitimin devlet tarafından halka götürülmesi noktasında önemli adımların atılmasıyla neticelenen bir süreci başlattı. Bu dönemde teşkilatlanma noktasında 1845’te Meclis-i Maarif-i Muvakkat ile başlatılan çalışmalar, 1857’de Maarif Nezareti’nin açılmasıyla tamamlandı. Ardından 1869’da Maarif-i Umumiye Nizamnamesi hazırlanarak eğitimde işleyişin nasıl olacağı detaylı bir şekilde tanzim edildi. Yapılan düzenlemeler çerçevesinde usul-i cedîde (yeni usul) tarzında eğitim veren okulların sayısı her yerde arttırılmaya çalışıldı. Bu okullar Osmanlı Devleti’nde en çok II. Abdülhamit Dönemi’nde yaygınlaştı. Antalya’da kız çocuklarının eğitimiyle ilgili modern anlamda eğitim veren okullarda bu dönemde açıldı. Dolayısıyla bu çalışmada Antalya İnâs İbtidâîsi ve Rüştiye mekteplerinin nasıl açıldığı, mekteplerde okutulan dersler ve öğrenim gören öğrenciler, eğitim-öğretimde karşılaşılan güçlükler, okulların kaç yıl faaliyette bulunduğu kapsamlı şekilde ele alındı. Kız çocukların eğitimi konusunda hayal edilen bir ilerleme olarak başlatılan çabaların istenilen düzeyde bir başarı getirmediği, bununla birlikte bir başlangıç oluşturması açısından önemli olduğu sonucuna ulaşıldı.

Abstract

In this study, the effect of Ottoman modern education understanding on the education of girls in Antalya was addressed with particular reference to Antalya Girls’ Primary School and Antalya Girls’ Junior High School. Indicating the importance of these schools to the Ottoman modern education history is directly related to understanding the historical background of the modernization process launched in education. In Ottoman State, until the mid-19th century, educational affairs were not directly conducted by the central government but the civil society institutions such as foundations under the control of the central government. The centralization efforts launched in the period of Mahmud II and the subsequent declaration of Tanzimat (Reorganization) Edict initiated a process concluded with crucial steps in terms of the state’s delivery of education service to the people. The organizational efforts that were started with the opening of the Temporary Assembly of Education in 1845 were completed with the opening of the Ministry of Education in 1857. Then, along with the preparation of the General Education Regulation in 1869, how the education would be organized was designated in detail. In the framework of these arrangements, efforts were made to increase the number of schools offering new-style education. Such schools proliferated mostly in the period of Abdul Hamid II in the Ottoman State. The schools offering modern education for girls were also opened in Antalya in this period. Hence, this study comprehensively addressed how Antalya Girls’ Primary School and Antalya Girls’ Junior High School were opened, the courses offered at the schools, the students enrolled in these schools, the challenges encountered in education and instruction, and for how long the schools were in operation. In this respect, it was identified that the efforts initiated to attain the dreamed progress in the education of girls did not bring about success at the desired level but were important considering that they served as a beginning.
