Özet

Irkçılık denildiği zaman dünya üzerinde ilk akla gelen ülkelerden birisi Güney Afrika olmuştur. 1948’de Ulusal Parti’nin Güney Afrika’da iktidara gelmesinin ardından ülke, “Apartheid Rejimi” adı verilen ırkçı ve ayrımcı politikalar ile yönetilmeye başlanmıştır. Ülkede 1948 - 1994 yılları arasında azınlık konumunda bulunan beyazların, ülkenin asıl sahibi olan siyahlara uyguladığı ırkçı kurumsallaşmış yönetim sistemi sadece ekonomik anlamda bölgeyi sömürmekle kalmamış; bölgede hak ve özgürlük anlamında da sınıfsal bir sömürü düzeni kurmuştur. Apartheid Rejimi her ne kadar bu tarihler arasında uygulanmış ve kurumsallaşmış olsa da bu politikaların tarihsel kökeni 17. yüzyılda önce Hollanda ve akabinde İngiltere’nin Güney Afrika’da uyguladığı sömürge politikalarına dayanmaktadır. Bu çalışmada başta Apartheid Rejimi’nin temelleri, gelişim süreci olmak üzere, uğradığı iç ve dış etkilere bağlı olarak rejimin geçirdiği dönüşüm süreci incelenmiş ve akabinde rejimin yıkılma süreci ve son bulmasına sebep olan önemli faktörler genel hatlarıyla ele alınmıştır. Bu kapsamda Apartheid politikaları ile özellikle siyahlara yapılan insan hakları ihlâlleri ve eşitliksiz yönetim düzeni eleştirel bir perspektif çerçevesinde incelenmiş ve dönemin tarihsel sürecine ışık tutulmaya çalışılmıştır. Birleşmiş Milletler, OPEC gibi uluslararası kuruluşların Apartheid Rejim’e karşı sergiledikleri tutumun etkisi sonucu uluslararası alanda rejime karşı oluşan büyük tepki ve 1990’lı yıllarda Soğuk Savaş’ın sona ermesi ile insan hakları konusunun dünyada daha da önemli hale gelmesi gibi dış sebeplerin de rejimin yıkılma sürecindeki etkilerine ayrıca dikkat çekilmiştir.

Abstract

South Africa is one of the first countries that comes to mind when racism is mentioned. After the National Party came to power in South Africa in 1948, the country began to be governed by racist and discriminatory policies called "Apartheid Regime". The institutional racism embedded in the government system implemented by the whites, who were a minority in the State between 1948-1994, on the black owners of the country, not only exploited the region economically, but also established a class-based exploitation order in terms of rights and freedoms. Although the Apartheid Regime was implemented and institutionalized between these dates, the historical roots of these policies are based on the colonial policies implemented by the Netherlands in the 17th century and then in South Africa. In this study, especially the foundations of the Apartheid Regime, its development process as well as the transformation process of the regime depending on the internal and external factors it has experienced, and then the process of collapse of the regime and the important factors that led to its abolition are discussed in general terms. In this context, apartheid policies, human rights violations, especially against blacks, and the unequal administration system were examined in a critical perspective and the historical process of the period was tried to be shed light on. As a result of the attitude of international organizations such as the United Nations and OPEC towards the Apartheid Regime, the great reaction against the regime in the international arena and the impact of external causes such as the end of the Cold War in the 1990s and the fact that the issue of human rights became more important in the worldattention was also drawn.
