Özet

2000'li yıllara kadar kırsal alandan kentsel alanlara doğru seyir gösteren göç akımı, kentsel bölgelerde ekonomik ve sosyal sorunlara neden olmuştur. Gerek kentlerdeki itici faktörlerin artması gerekse kırsal alanların yeni çekim alanları haline dönüşmeye başlaması, son yıllarda tersine göç olgusunu önemli bir hale getirmiştir. Bu çalışma, Türkiye’de yaşanan tersine göç sürecini itme ve çekme teorisi kapsamında İstanbul ili örneği üzerinden incelemeyi amaçlamıştır. Çalışmanın sonucunda; kentsel alanlarda ortaya çıkan işsizlik, geçim sıkıntısı gibi özellikle ekonomik sorunların kentin itici faktörlerini oluşturduğu görülmüştür. Bazı kırsal bölgelerde yapılan iyileştirmeler ve istihdam artışı sağlayan politikalar ise kırsal alanların çekiciliğini arttırmıştır. Ayrıca tersine göçü teşvik eden uygulamalar konusunda İstanbul’un iyi bir örnek teşkil ettiği görülmüştür.

Abstract

Migration flows from rural areas to urban areas until 2000s caused economic and social problems in urban areas. Both the increase of negative factors in the urban areas and the transformation of rural areas into new attraction spaces have made reverse migration an important subject. This study aims to examine the reverse migration issue in Turkey in the case of Istanbul province within the scope of push and pull theory. The results of the study reveal that unemployment and higher standards of living are the main push factors of urban areas whereas structural improvements and policies to boost employment opportunities are the main pull factors of rural areas. Moreover the study also puts forward that Istanbul is a good case about the applications of reverse migration incentives.
