HUNTİNGTON’UN DEMOKRATİKLEŞME DALGALARI BAĞLAMINDA TÜRK DEMOKRATİKLEŞMESİNE BAKIŞ VE 15 TEMMUZ’UN ÖNEMİ

Özet
Batı’nın tarihî süreçte ortaya çıkardığı birikim, demokrasinin bugünkü seviyeye gelmesinde etkili olmuştur. Bu etki, Batı dışı toplumlara da yansımış ve demokrasi, onlar için de bir ideale dönüşmüştür. Bu bağlamda bölgede demokratik bir ülke olan Türkiye önemli bir örnektir. Türkiye, sahip olduğu bu niteliğe, aynı Batı'daki gibi iki yüzyıldır verdiği mücadele sonucunda ulaşmıştır. Bu süreç, Hungtinton’un “demokratikleşme dalgaları” tanımlamasıyla örtüşmektedir. Zira demokratikleşme yönünde atılan her adım, her defasında bir karşı koyuşla karşılaşmış ve bir gerileme yaşanmıştır. Ancak Türkiye, tüm ters dalgalara rağmen demokrasi mücadelesini sürdürmüş ve AB’ye muhatap olabilecek bir seviyeye gelmiştir. Attığı her adımla demokratik kişiliği güçlenen insanı sayesinde güçlü bir demokrasi kültürüne de sahip olmuştur. Bu bağlamda 15 Temmuz gecesi yaşananlar, insanımızın bedel ödeme karşılığında da olsa ülkesini koruma adına ulaştığı demokratik bilincin bir göstergesi olmuştur. Bu çalışmada, Türk demokratikleşmesi, Huntington’un yaklaşımı bağlamında ele alınacak ve bu süreçte bir ileri dalgayı temsil eden 15 Temmuzun önemi anlatılacaktır. Bu amaçla öncelikle demokrasi ve demokratikleşme kavramları açıklanacaktır. Sonrasında Huntington’un “demokratikleşme dalgaları” görüşü özetlenecektir. Bu çerçevede Türk demokratikleşmesine bakıldıktan sonra, bir ileri dalga olarak 15 Temmuzun önemi ortaya konulacaktır.
Abstract
The accumulation of the West's historical process has influenced democracy to its present level. This effect is also reflected in non-Western societies and democracy has become an ideal for them. Turkey, which is a democratic country in this region, is an important example. Turkey has achieved this qualification as the result of a struggle for two centuries as in the West. This process overlaps with Hungtinton's definition of "waves of democratization". Because every step taken in the direction of democratization, every time it is encountered a resistance and a regression has occurred. However, Turkey has continued its struggle for democracy despite all the reverse waves and has reached a level that can be addressed by European Union standards. Thanks to the people who have strengthened democratic personality with every step Turkey has taken, they have a strong democratic culture. In this context, those who live on July 15 have become an advanced indicator of the democratic consciousness that our people have reached in the name of protection of the country, even in the face of payment of its huge price by its people. In this work, the democratization of Turkey will be dealt with in the context of Huntington's approach, and the significance of July 15 coup attempt, representing an advanced wave in this process, will be explained. For this purpose, the concepts of democracy and democratization will be explained first. Huntington's "wave of democratization" will then be summarized. After looking at the democratization of Turkish people in this framework, it will be revealed as an advanced stage, the importance of 15th July.
