This paper addresses the subject of the the higher objectives of the Holy Qur'an and their role in building civilization and urbanization. It analyses the concept of Qur'anic higher objectives and clarifies their importance. In addition, the paper demonstrates the superiority of Nursi in addressing this subject and rooting it in his writings. It also points at Nursi's contribution to the establishment of the school of the higher objectives of the Qur'an. The paper highlights the main aims of Nursi which are unity of God or Tawheed, prophethood, physical resurrection, and justice. These purposes are discussed thoroughly in the holy Qur'an, throughout its chapters and verses. The paper explains the distinctive approach of Nursi in addressing these objectives and explaining their role in building civilization and urbanization, and the link between these objectives and the civil urbanization. The paper concludes with the main findings and recommendations of the research.
