Türkiye’de Bireysel Emeklilik Sistemi ve Otomatik Katılımın Sisteme Katkıları Açısından Değerlendirilmesi

Özet
01.01.2013 tarihi itibari ile Bireysel Emeklilik Sistemi'nde (BES) devlet katkısı vergiteĢvik modelinin uygulanmasına baĢlanmıĢtır. 4632 sayılı Bireysel Emeklilik Tasarrufve Yatırım Sistemi Kanunu'nda değiĢiklik yapan 6740 sayılı kanun ile 25.08.2016tarih ve 29812 sayılı Resmi Gazete'de yayımlanan ve 01.01.2017 tarihinde yürürlüğegirmiĢ olan bireysel emeklilik sisteminde otomatik katılım, iĢyeri bazlı özel emeklilikplanlarına yönelik bir uygulama olup, çalıĢanların iĢverenleri aracılığıyla otomatikolarak bir emeklilik planına dâhil edilmesi ve ilgili kiĢilere istediklerinde plandançıkma imkânı verilmesi esasına dayanmaktadır. ÇalıĢmada, otomatik katılımın BES‟ekatkıları incelenmiĢtir. Ġnceleme sonucunda yakın bir geçmiĢi olan bireysel emekliliksisteminde otomatik katılım ile sistemde fon büyüklüğünde ve katılımcı sayısındaciddi oranda artıĢ olduğu görülmüĢtür.
Abstract
As of 01st January 2013, state contribution tax advantage system was started to beapplied in Individual System (BES). Authomatic contribution that entered into forcein Individual Retirement System (BES) on 01st January 2017 upon the publication ofAct No. 6740 in the Official Gazzette dated 25th August 2016 no. 29812 andamended Act No. 4632 titled „Individual Retirement Saving and Investment SystemAct‟ is an application towards workplace based private retirement plans and dependson the point that employees should be included to a retirement system by theiremployers authomatically and those who are not willing to be included should begiven the right to leave the system. The contribution of the authomatic contribution tothe system (BES) has been researched in this paper. A serious increase in the amountof the contributors and in the size of funds has been observed together withauthomatic contribution in the Individual Retirement System which has a close past inour study.
