Özet
II. Dünya Savaşı, tüm dünyada büyük bir yıkıma neden olmuştu özellikle Avrupa coğrafyası büyük oranda tahrip edilmişti. Yıkımın izlerini silmek için bir kalkınma hamlesi başlatılmıştı. ABD ve SSCB, yeni süreçte etkinliğini arttırmak için kendine taraftar bulmaya çalışmış, yakın ilişki kurdukları devletleri askeri, siyasi ve ekonomik yönden desteklemişti. Verilen desteğin arkasındaki temel amaç, az gelişmiş ülkeleri yardım ve kalkınma adı altında denetim altında alma isteğiydi. Sovyetlerin 1946 yılı ile birlikte Ortadoğu, Hint Okyanusu ve Akdeniz’e inme gayreti, bölgede hâkimiyetini kaybetmek istemeyen İngiltere’yi kaygılandırmıştı ancak bu hamleyi durduracak yeterli gücü de yoktu. İngiltere’nin Mart 1947’den itibaren savaş sonrasında Türkiye ve Yunanistan’a yapılmaya başlanan yardımı durduracağını ABD’ye bildirmesi, ABD’nin yardım sürecini hızlandıran önemli bir faktör olmuştu. İngiltere’nin yerini alan ABD, Sovyetlerin yayılmacı politikasına karşılık dünyanın dört bir yanında kendi yayılma siyasetini geliştirmiştir. İngiltere’nin oluşturduğu kurulu düzenin ABD’ye devredilmesi Sovyet Rusya’nın işini son derece zorlaştırmıştı. Soğuk Savaş Döneminin başlangıcında önemli bir gelişme olarak kabul edilen bu devir; Akdeniz ve Ortadoğu’da ABD’nin söz sahibi olmasını kolaylaştırmıştı. ABD Başkanı Harry S. Truman’ın 4 Mart 1947 tarihinde Türkiye ve Yunanistan’a askeri yardımda bulanacağını ilan etmesi bölgedeki güç yarışlarına yeni bir boyut kazandırmıştı.
Abstract
The Second World War caused a great destruction all over the world, especially the European geography. There was a development push to erase the traces of destruction. The US and the USSR tried to find supporters in order to increase their effectiveness in the new process and supported the states they had close relations with in the military, political and economic direction. The main purpose behind the support provided was the desire to receive underdeveloped countries under the name of aid and development. The efforts of the Soviets to go down to the Middle East, the Indian Ocean and the Mediterranean in 1946, worried Britain that did not want to lose control of the region but there was not enough power to stop this movement. The announcement of the United Kingdom to the United States to stop aid to Turkey and Greece after the war since March 1947 was an important factor in accelerating the aid process for the United States. The United States, which is based in the United Kingdom, has developed its own expansionist policies through the world to stop the Soviet expansionist policy. The transfer of the British constitution to the US has made Soviet Russia's business extremely difficult. This period, considered as a significant development at the beginning of the Cold War Period, it made easier for the US to have a voice in the Mediterranean and the Middle East. US President Harry S. Truman's declaration of military aid to Turkey and Greece on 4 March 1947 has given a new dimension to the power races in the region.
