Özet

Karagümrüklü Türk bir aileye mensup olup 1583’de Enderun-u Hümayuna girerek burada iyi bir eğitim aldıktan sonra hızla devlet kademelerinde yükselmeye başlayan Öküz lakabıyla anılan Mehmed Paşa, III. Mehmed dönemine (1595-1603) kadar çeşitli devlet kademelerinde görev yaptıktan sonra I. Ahmed’in saltanatının ilk yıllarında Mısır Beylerbeyliğine atanmıştır. Burada başarılı bir yönetim sergileyen Mehmed Paşa, ikinci vezirlik rütbesiyle Kaptan-ı Deryalık görevine getirilmiş, Beyrut’ta düzeni sağlamasına rağmen aynı yıl İspanyol donanması karşısında yedi gemi kaybederek yenilerek gözden düşmüştür. Ancak Nasuh Paşa’nın ölümüyle zaten kâht-ı rical olarak bilinen bir dönemde Mehmed Paşanın hizmetlerine hâsıl olmuş ki bu defa Şah Abbas’ın Osmanlı Devletine karşı hasmane tavırlarını sona erdirmek için İran seferine memur edilmiştir. 22 Mayıs 1615 günü İstanbul’dan Üsküdar’a geçişle başlayan Kafkasya Seferi’nde yöredeki şerirleri tedip ederek ilerleyen Mehmed Paşa Konya-Halep üzerinden takriben bir yıl sonra Erzurum’a ulaşacak oradan da gerekli tedbirleri aldıktan sonra Şah Abbas’ın üzerine yürüyecektir. Bu arada on yılı aşkın süredir dönmesine izin verilmeyen Osmanlı elçisi, yanında Şah Abbas’ın temsilcisi olduğu halde İstanbul’a intikal etmiş bulunuyordu. Ancak yapılan görüşmeler sonuç vermeyecek ve Mehmed Paşa emrindeki kuvvetlerle Revan önlerinde görülecektir. Aynı zamanda Öküz Mehmed Paşa’nın Kafkas seferi olarak bilinen Revan’ın seferi şehrin şiddetle kuşatılmasına rağmen belirgin bir başarı sağlanamamasıyla sonuçlanacaktır. Bu yüzden sadrazamlıktan azl edilen Mehmed Paşa bir müddet sonra II. Osman döneminde (1618-1622) tekrar sadrazam olarak atanmışsa da kısa zaman sonra bu görevinden de azl edilerek Halep beylerbeyliği rütbesiyle Suriye’ye gönderilmiş ve burada kısa bir süre sonra geride pek çok hayrat eser bırakarak vefat etmiştir. Abstract

Mehmed Pasha, who is a member of a Turkish family from Karagumruk and who is known for his nickname of the Ox, started to move upwards in state ranks rapidly after receiving a good education by attending Enderun-u Humayun in 1583, was appointed to be the Governor of Egypt during the first years of the reign of Ahmed I after serving in various state ranks until the era of Mehmed III (1595-1603). Despite having a successful administration here, Mehmed Pasha was made the Admiral in Chief with the rank of second vizier; and despite restoring order in Beirut, he fell from the grace by losing seven ships to the Spanish navy in the same year. However, with the death of Nasuh Pasha and having this in an era already known as the kaht-ı rical, Mehmed Pasha was appointed to the Iranian expedition to end the hostile attitude of Shah Abbas against the Ottoman Empire. Mehmed Pasha, who marches forward by restoring the order in the countryside during the Caucasian Expedition that started with the marching from Istanbul to Uskudar on 22 May 1615, will reach to Erzurum through Konya-Aleppo approximately one year later; and then will advance upon Shah Abbas after taking necessary precautions. In the meanwhile, the Ottoman ambassador, who was not allowed to return for more than ten years, reverted to Istanbul despite the accompany of the representative of the Shah Abbas. However, the negotiations will not produce any results and Mehmed Pasha, together with his forces, will be seen around Revan. The Expedition of Revan, which is also known as the Caucasian Expedition of the Mehmed Pasha the Ox, will not result in any significant success although the city was heavily besieged. Mehmed Pasha, who was dismissed from the grand viziership for this reason, despite being reappointed as the grand vizier during the era of Osman II (1618-1622), was soon dismissed from this position again and sent to Syria with the rank of Governor of Aleppo; and passed away after a short time by leaving many charities and donations behind (1619).
