Özet
Bu çalışmanın amacı Kocaeli İlinde yer alan belediyelerin stratejik planlarının amaçlar ve hedefler boyutunda spora yönelik incelenmesidir. Çalışmada nitel araştırma tasarımı altında yazılı veri kaynaklarının analizini kapsayan doküman incelemesi yöntemi kullanılmıştır. Doküman taraması Kocaeli İli sınırlarında bulunan 11 ilçe belediyesi ve bir büyükşehir belediyesinin 2015-2019 yıllarını kapsayan stratejik planlarını kapsamaktadır. Doküman incelemesi sürecinde aşamalarına göre dokümana ulaşma, dokümanların orijinalliğinin kontrol edilmesi, kullanım izninin alınması, dokümanların anlaşılması ve analiz edilmesi, son aşama olarak verilerin kullanılması yolu izlenmiştir. Stratejik planların tam metinlerine ilgili belediyelerin web sitelerinden ulaşılmıştır. Ulaşılan stratejik planların spor boyutu ile incelenmesi amaçlar ve hedefler başlıkları altında gerçekleştirilmiştir. Sonuç olarak elde edilen verilere göre; tüm belediyelerin stratejik planlarında spor ile ilgili amaç ve hedeflere yer verildiği görülmüş fakat yer verilme oranlarında bir standart olmadığı tespit edilmiştir. Tüm Belediyelerin stratejik planlarında spor etkinlikleri ve tesislerine yönelik amaç ve hedeflerin yer aldığı ve bunun yanında rekreasyon faaliyetlerine belli oranda yer verdikleri görülmüştür. Bu çalışma belediyelerin stratejik planlama boyutunda spor ve rekreasyon alanına yönelik ifadelere yer vermesi ve planlama sürecinde amaçlar ve hedefler başlıkları altında belediye yönetim süreçlerine dahil edilmesini vurgulaması açısından önem arz etmektedir.
Abstract
The aim of this study is to examine the strategic plans of the municipalities in Kocaeli province in terms of goals and objectives. In the study, a document review method was used which included analysis of written data sources under qualitative research design. The document covers the strategic plans of 11 metropolitan municipalities and a metropolitan municipality within the boundaries of Kocaeli Province covering the years 2015-2019. According to the stages of document review process, the way of reaching the document, controlling the authenticity of the documents, getting the use permit, understanding and analyzing the documents, using the data as the last stage has been followed. The full texts of the strategic plans are available from the web sites of the relevant municipalities. Strategic plans are examined under the headings of goals and objectives. According to the result obtained; it has been found that all the municipalities' strategic plans include sports related purposes and targets, but it has been determined that there is no standard in the placement rates. It has been seen that all the municipalities' strategic plans include objectives and targets for sporting events and facilities, as well as recreational activities. This study is important in terms of emphasizing that municipalities should include expressions in the field of sport and recreation in the strategic planning dimension and include them in municipal administration processes under the headings of goals and targets in the planning process.
