Özet
Tarımsal kalkınma, tarım alanında pazarlama imkânlarının geliştirilmesi, ürün kalite ve çeşitliliğinin artırılması ve en önemlisi üretim artışı sağlanarak ülke refahını yükseltmeye yönelik çalışmaları kapsayan uygulamalar bütünüdür. Uzun süren savaşlar döneminin sona ermesi ve köylünün boş kalan topraklarına dönmesi Türkiye Cumhuriyeti’nin ilk yılarında tarımsal kalkınma politikalarını ön plana çıkarmıştır. Ancak uygulanan politikalar 1929 Ekonomik Buhranı ile sekteye uğramıştır. Krizin özellikle buğday fiyatlarında düşüşe sebep olması bir tarım ülkesi olan Türkiye Cumhuriyeti’ni derinden etkilemiştir. Pazara yönelik üretim yapan çiftçiden başlayıp şehir ekonomisine sıçrayan güçlükler, devletin ekonomiye müdahalesini zorunlu kılmıştır. Devletçi dönem olarak adlandırabileceğimiz bu dönemde devlet, ekonomide yatırımcı ve üretimci olarak başrolde yer almıştır. Söz konusu dönemde tarımsal üretimi artırmak amacıyla eğitim, ulaştırma, bankacılık gibi farklı alanlarda düzenlemeler yapmış, tarımı geliştirmeye yönelik örnek çiftlikler tesis etmiştir. Yine ilk sanayi planı bu dönemde hayata geçirilerek tarım-sanayi etkileşimi sağlanmaya çalışılmıştır.
Abstract
Agricultural development is to improve marketing opportunities in agriculture, increase product quality and diversity, and most importantly increase the welfare of the country by increasing production. Long-lasting wars the end of the period and the remaining villagers to return to their territory the Republic of Turkey's first years has brought to the forefront of agricultural development policies. However, the implemented policies were disrupted by the 1929 Economic Depression. Depression, especially those with an agricultural country reduce wheat prices adversely affected the Republic of Turkey. The state intervened in the economy following the difficulties that started from the producer of the market to the city economy. In this period, which we can call the statist period, the state was the lead actor in the economy as investor and producer. In this period, the state made arrangements in different fields such as education, transportation and banking in order to increase agricultural production. Again, the first industrial plan was implemented in this period and agriculture-industry interaction was ensured.
