Özet
Demokrasi, sürekli tartışılan ve tartışıldıkça zenginleşip gelişen bir kavramdır. Batı’da seçimlerin yapılması gibi asgari değerlerinden başlayarak, gittikçe güçlenen birçok demokratik gelişme yaşanmıştır. Demokrasinin bu dinamizmine eşlik eden bir gelişme de, farklı demokrasi yaklaşımlarının ortaya çıkmasıdır. Dolayısıyla yaşanan bu gelişmeler, demokrasi yerine, dinamik evirilme süreciyle bağlantılı olarak sürekli gelişmeyi ifade eden “demokratikleşme” kavramını öne çıkarmaktadır. Batı’daki gibi bir demokratikleşme sürecinin, kavramın doğasına uygun şekilde Arap coğrafyasında da yaşanması mümkündür. Arap toplumu da insanlığın ortak bir değeri haline gelmiş olan demokrasinin zenginliğinden yararlanarak kendi toplumsal ve siyasi şartlarına uygun bir demokrasi pratiği yeşertebilirler. Bu süreçte en önemli etken, iç dinamiklerden çok dış dinamiklerin takınacakları tutumdur. Dış dinamiklerin tutumları olumlu olursa, burada da demokrasinin yeşerebileceğinin kanıtı, Müslüman bir ülke olarak demokratik düzene -Batı’daki gibi- uzun süreçler sonucu ve dış dinamiklerin katkısıyla ulaşmış olan Türkiye’dir. Arap Baharı sürecinde iç dinamiklerin ortaya koyduğu olumlu çaba da göstermiştir ki, dış dinamikler engellemezse Arap toplumları da demokratikleşebilecektir.
Abstract
Democracy is a concept that has been evolved and developed by discussions over its meanings and ways of implementations from the time of its first usage throughout history. In the west, there have been lots of political movements in the societies starting from the indispensable components of democracy such as dissemination of the right to vote and elections by the time. Different methodologies and approaches of democracy are also among developments that couples with both the conceptual ingredients and its journey throughout the history. These developments related with democracy and its evolution process in the western world is expressed as “democratization” without any predefined strict boundary. It is possible for the democratization process to have a journey of life in the Arab world similar with the western practices in the history. Through benefiting from the best practices that have been internalized by human civilization, the Arab world can also grow up a democratic experience exclusive with its inherent social and political qualities. The crucial factor in this process is the attitude of internal and external dynamics. Should there been a positive reaction from external dynamics, despite of its all deficiencies as is proved by a Muslim country the Turkish practice of democracy there can be similar process in the Arab world. The efforts of the internal dynamics of the Arab world has also proven at the process of Arab spring that if external dynamics do not hamper by countervailing effects, their societies will also show a successful implementation of the process of democratization.
