G-7 ÜLKELERİNDE İNOVASYON VE GÖÇ İLİŞKİSİ

Özet
Göç olgusu, bir kişinin veya bir grup insanın uluslararası bir sınırı geçerek veya bir Devlet içinde yer değiştirmesi olarak tanımlanmaktadır. Süresi, yapısı ve nedeni ne olursa olsun insanların yer değiştirdiği nüfus hareketleri olarak ifade edilen göç olgusuna mültecilerin, yerinden edilmiş kişilerin, ekonomik göçmenlerin, aile birleşimi gibi farklı amaçlarla hareket eden bireylerin göçü de dâhil edilmektedir (IOM, 2013). OECD tarafından inovasyon, süreç olarak, “bir fikri pazarlanabilir bir ürün ya da hizmete, yeni ya da geliştirilmiş bir imalat yahut dağıtım yöntemine, ya da yeni bir toplumsal hizmete dönüştürmek” olarak tanımlanmaktadır. Tarih boyunca çeşitli sebeplerle meydana gelen göç olgusunun, inovasyon üzerindeki etkileri son dönemde artan küreselleşme süreci ile çok daha fazla önem kazanmaktadır. Bu çalışmada inovasyon ve göç ilişkisi Emirmahmutoğlu ve Köse (2011) tarafından önerilen panel nedensellik testi ile sınanmaktadır. G-7 ülkelerine (Kanada, Fransa, Almanya, İtalya, Japonya, İngiltere ve ABD) ait 2000-2018 dönemi yıllık verilerinin kullanıldığı çalışmada, inovasyon göstergesi olarak araştırma-geliştirme (ar-ge) harcamaları, bilgi-iletişim sektöründe alınan patent sayısı, biyoteknoloji sektöründe alınan patent sayısı, bilgi-bilişim sektöründe ihracat ve bilimsel makale sayısı değişkenleri kullanılmıştır. Göç değişkeni olarak ise milliyete göre yabancı nüfus girişi değişkeni kullanılmıştır. Ampirik bulgular, ABD, Japonya ve Fransa’da göçten, bazı inovasyon göstergelerine doğru nedensellik ilişkisinin varlığını ortaya koymuştur.
Abstract
The phenomenon of immigration is defined as the relocation of a person or group of people across an international border or within a State. Migration of refugees, displaced persons, economic migrants, individuals acting for different purposes such as family reunification is also included in the phenomenon of migration, which is expressed as population movements in which people are relocated regardless of their duration, structure and reason (IOM, 2013). Innovation is defined as a process by the OECD as “transforming an idea into a marketable product or service, a new or improved manufacturing or distribution method, or a new social service”. The effects of migration, which has occurred for various reasons throughout history, on innovation gain more importance with the increasing globalization process. In this study, the relationship between innovation and migration is tested with the panel causality test proposed by Emirmahmutoğlu and Köse (2011). Research and development (R&D) expenditures as an innovation indicator, the number of patents received in the information-communication sector, in the study where annual data of 2000-2018 of G-7 countries (Canada, France, Germany, Italy, Japan, England and the USA) were used, The variables of the number of patents obtained in the biotechnology sector, the number of exports and the number of scientific articles in the information-informatics sector were used. As the migration variable, the foreign population entry variable by nationality was used. Empirical findings have revealed the existence of a causality relationship from immigration to some innovation indicators in the USA, Japan and France.
