Özet

Bu çalışmada uygulanan ekonomi politikalarının (para, maliye ve kur) milli geliri talep yönlü mü arz yönlü mü etkilediği analiz edilmiştir. Araştırma 1998–2011 dönemini kapsamaktadır. Analiz sonuçlarına göre uygulanan politika araçlarının yatırım üzerinde mi tüketim üzerinde mi etkisinin olduğu net değildir. Politika araçlarından interbank faiz oranı, M2 para arzı, kamu tüketimi ve uzun-kısa vadeli kamu borçlarının etkin politikalar olduğu, iç borçların ise etkin politika olmadığı belirlenmiştir. M2 para arzının hem yatırımı hem de tüketimi etkileyebilen bir değişken olduğu gözlenmiştir. Milli gelirde yatırımın (arz-yönlü) payını artırmak için uzun vadeli kamu borcuna ve zorunlu karşılık oranına, tüketimin payını (talepyönlü) artırmak için faiz oranına, kamu tüketimine ve kur değişkenine ağırlık verilmesi uygun olabilecektir.

Abstract

In this study, it has been analyzed that economy policies implemented by the public (monetary, fiscal, exchange rate) have affected the national income either in a demand-oriented or supply-oriented way. We examined whether the national income is affected by the supply-oriented or demand-oriented implemented by the monetary, fiscal and exchange rate policies of the public. The study includes the period between 1998 and 2011. According to the analysis results, it is not clear that the implemented policy instruments have effect upon investment or consumption. We observed that there have been effective policies such as internal debts, and interbank interest rate, the M2 money supply, public consumption and long-short term public debt of policy instruments; however, internal debts are not included to effective policy. In addition, we determined that M2 money supply is a variable with capable of affecting both investment and consumption. As a result, this study showed that it may be suitable to focus on the long-term public debt and the required reserve ratio, and the interest rate, public consumption and the exchange rate in order to increase the investment share (supply-oriented) and the consumption share (demandoriented) in national income, respectively.
