Özet

İslam tarihinin önemli isimlerinden olan İmam Ebu Yusuf, Abbasi Devleti döneminde kurulan ve kadıların kadısı anlamına gelen kãdilkudât makamının ilk temsilcisi, İmam Ebu Hanife'nin önde gelen talebelerindendir. Siyaset, sosyoloji, iktisat ve kamu maliyesi gibi alanlarda önemli görüşler ileri sürmüştür. Çalışmada bu alanlardan kamu maliyesi alanına yapmış olduğu katkılar ele alınmış ve tarihte yazılmış ilk kamu maliyesi kitabı olan Kitâbü'l-Harâc eseri incelenmiştir. İslam dininin toplumsal hayatın iyileştirilmesine ve sosyal refahın sağlanmasına verdiği önem neticesinde, İmam Ebu Yusuf'un kamu maliyesi alanına katkısı; optimal vergi oranı, ödeme gücü, ayırma kuramı, vergilendirme dönemi, çifte vergilendirme gibi kavramlar üzerinden sunulmuştur.

Abstract

Imam Abu Yusuf, a key figure in the history of Islam was the first representative of Kadi'l Kudat which was founded in the Abbasid period and refers to head qadi of other qadies and was one of the leading students of Imam Abu Hanifa. He suggested significant ideas in many fields such as politics, sociology, economics and public finance. Of these fields, his contributions to the field of Public Finance are discussed and in this context, Kitâbü'l-Harâc, the first written book on public finance in the history is examined in this study. So, Imam Abu Yusuf's contribution to the field of public finance was worthy for the improvement in concepts such as optimal taxation rate, the ability to pay, discrimination principle, taxation period and double taxation together with the importance given to improving the social life and developing the social welfare in Islam.
