Özet

Konjonktürel etkilerden arındırılmış birincil dengenin GSYH içindeki payının bir veya birkaç yıl içerisinde belirli bir oranda artması ve bu süreç içerisinde hiç azalmaması olarak tanımlanan ortodoks mali uyumun ekonomik etkilerinin olumlu olacağı fikri ana akım iktisadın temel argümanlarından biridir. Ancak bu fikir, ülkelerin yapısal özelliklerinin farklı sonuçlar doğurabileceği gerçeğini görmezden gelmektedir. Bu nedenle bu çalışma, Türkiye'de 1980-2013 yılları arasında ortodoks tanımlı mali uyum dönemlerinin tespit edilmesine ve bu dönemlerin ekonomik etkilerini analiz etmeye odaklanmıştır. Mali uyum dönemlerinin belirlenebilmesi için yapısal birincil denge hesaplanmış, ardından bu mali uyum dönemlerinin ekonomik etkileri ortalama analizi yöntemiyle incelenmiştir. Bulgular, ortodoks beklentilerin Türkiye'de gerçekleşmediğini göstermektedir.

Abstract

One of the key arguments of mainstream economics is that economic effects of the fiscal adjustment, defined as cyclically adjusted primary balance improve by at least a determined per cent of GDP and don't decrease in the same period, are positive. However this idea ignores the fact that structural characteristics of the countries may yield different results. Therefore, this study focuses to determine orthodox defined periods of the fiscal adjustment in Turkey between the years 19802013 and to analyse economic effects of these periods. Firstly, structural primary balance was calculated in order to determine fiscal adjustment periods. Then, the economic effects of the determined fiscal adjustment periods were examined by the mean analysis method. Results indicate that the orthodox expectations have not materialised for Turkey.
