Özet

Regülasyon iktisadi verimlilik, hakkaniyet, sağlık ve esenlik gibi amaçları gerçekleştirmek için piyasa ekonomisinin devlet tarafından denetimi ve kontrolüdür. Sivil havayolu taşımacılığı da regüle edilmesi gereken sektörlerden birisidir. Bu çalışmada Türk sivil havayolu taşımacılığı ile ilgili regülasyonların sektöre etkileri incelenmiştir. 1983 yılında 2920 sayılı Sivil Havacılık Kanunu’nun çıkarılması ve 2003 yılında özel havayolu işletmelerine iç hatlarda uçuş izni verilmesi en önemli regülasyonlardır. Bulgular 2003 yılından 2017 yılına kadar özel havayolu şirketlerinin pazar payının önemli bir şekilde arttığını göstermektedir. Gerçekleştirilen regülasyonların sonucunda sektörün son 15 yılda önemli bir gelişme gösterdiği ve bu gelişimin devam etme eğiliminde olduğu görülmektedir.

Abstract

Regulation is supervision and control of economic activities of private enterprises by the government in order to gain economic efficiency, fairness, health and safety. Civil air transport is also one of the sectors that needs to be regulated. In this study, the economic impact of regulations in Turkish Civil Air Transport are examined. The issue of Civil Aviation Law No. 2920 in 1983 and flight permits given to private airlines in 2003 were the most important regulations. The findings show that the market share of private airline companies increased significantly from 2003 to 2017. Turkey’s air transport sector rose to top positions in the world and in Europe. As a result of the regulations, it could be suggested that the sector has made a significant progress in the last 15 years and this development has a tendency to proceed.
