‘Çevre’den ‘Merkez’e Yönelim Bağlamında Türkiye’de Muhafazakârlığın Dönüşümü: Siyasal İslâmcılıktan Muhafazakâr Demokratlığa AK Parti Örneği

Özet
Bir Sosyal Bilim yöntemi olarak ‘Merkez-Çevre ilişkisi/ikilemi’, kavramsal anlamda Edward Shils’in adıyla anılır. Shils, bu yöntemi The Constitution of Society adlı yapıtının “Center and Periphery / Merkez ve Çevre” başlıklı dördüncü bölümünde (2002:70) “toplum, bir merkeze sahiptir. toplumun yapısında bir merkezî bölge vardır. topluma üye olmak, bu merkezî bölge ile kurulan ilişki tarafından şekillendirilir. …merkez veya merkezî bölge, toplumun değerlerinin ve inançlarının alanına giren bir fenomendir. Toplumu şekillendiren semboller, değerler ve inançlar düzeni toplumun merkezini oluşturur” diye açıklamaktadır. Uluslararası literatürde Shils’in adıyla anılan bu sosyal ve siyasal değişimi anlama ve açıklama yöntemini, Türkiye özeline kavramsal olarak ilk uygulayan ise Şerif Mardin’dir. Bununla birlikte, Mardin’den önce İdris Küçükömer’in Batılılaşma, Düzenin Yabancılaşması (1994) adlı başyapıtı ile Sencer Divitçioğlu’nun da katılı- mıyla yürüttüğü Asya Tipi Üretim Tarzı (ATÜT) tartışmaları, bu yöntemin bir habercisi sayılabilir. Bu çalışmada, AK Parti’yi3 ve O’nun ‘Muhafazakâr Demokrasi’ adını verdiği siyasal ideolojisini meydana getiren ve bu yolla 2002 yılından bu yana süren tek parti iktidarını yaratan siyasal değişim süreci, merkez-çevre ilişkileri bağlamında merkezle çevrenin yer değiştirişinin göstergesi olarak yorumlanmakta, bu sürecin güncel siyasal kurumsallaşması olarak kabul edilen AK Parti örneğinde ve sosyo-ekonomik altyapısal neden-sonuç ilişkileri etrafında incelenmektedir
Abstract
As a social science method, ‘Relationship/duality of Center- Periphery’ is conceptually famous with Edward Shils. Shils amplifies this method in his work entitled as The Constitution of Society under the chapter “Center and Periphery (2002: 70)” as: “society has a centre. There is a central zone in the structure of a society. Being a member of this society is shaped through the relationship established with this central zone. This center or central zone is a phenomenon in which values and beliefs of a society could be found. What constitute the center of a society are its symbols, values and beliefs which shape the whole society.” Şerif Mardin is the first person who conceptually applied Shils’s method, which is used to understand and explain social and political changes in international literature, to Turkey in a particular way. In addition, the masterpiece of İdris Küçükömer entitled as Alienation of the System written before Mardin and the discussions of Asian Type of Production conducted with the participation of Sencer Divitçioğlu could be assumed as the forerunners of this method. In this study, the process of political change creating JDP and its political ideology named as ‘Conservative Democracy’ along with one-party government going on from 2002 onwards via this way is interpreted as the indicator of center’s translocation with periphery in the context of Centre-Periphery relationship and analyzed under socio-economical infrastructural cause-result relationships in JDP example which is accepted as political institutionalization.
