Özet

Osmanlı Devleti, kuruluşundan başlayarak merkeziyetçi ve mutlak bir idare ile yönetilmeye çalışılan, egemenlik yetkisinin en üstte yer aldığı ve halkın tebaa olarak görüldüğü bir toplumsal yapı üzerine inşa edilmiştir. Nitekim Osmanlı Devleti’nde egemenlik hakkı, emirleri kanun yerine geçen Padişah’ta toplanmıştır. Ancak Osmanlı Devleti’nde Padişah’lar, ülkeyi istediği (keyfi) biçimde değil; kanunlara, töreye ve İslami (hukuk) kurallara göre yönetmişlerdir. Bunun yanı sıra Padişah’lar, önemli konularda devlet adamlarına da danışmayı ihmal etmemişlerdir. Buna karşın son sözü söyleme yetkisi yine Padişah’a ait olmuştur. Osmanlı Devleti’nin kuruluş ve yükselme dönemlerinde toplum yapısı, Padişah’ın başında yer aldığı yöneten (merkez) ve emir, kurallara uyan yönetilen (çevre) şeklinde iki ana kısma ayrılmıştır. Bu sayede Padişah, merkezde olmanın vermiş olduğu güç ile çevre üzerinde hâkim ve belirleyici olmuş, çevre ise ikincil konumuna bağlı olarak kurallara ve düzene riayet göstermiştir. Bu bağlamda ele alınan bu makalenin amacı, Osmanlı Devleti’nin kuruluş ve yükselme çağlarında merkez-çevre ilişkilerini ana hatlarıyla ele almaktır. Abstract

The Ottoman State has been built on, the sovereign power at the top and people is seen as a vassal of a social structure, centralized and tried to be ruled an absolute government since the of foundation. Indeed, the right of sovereignty orders of the Sultan were collected in lieu of the law in the Ottoman State. But Sultans governed country by the rules of the ceremony and the Islamic law, not to wants (pleasure) in the Ottoman State. In addition, Sultans did not neglect to consult on important matters of men in state. However, again, the Sultan’s authority has the final say. The social structure of the Ottoman State was in charge of managing the Sultan (center), and orders, law-abiding managed (environment) is divided into two main sections at during the establishment and promotion. In this way, the Sultan had given the power of being in the center on the environment became dominant and decisive, depending on the environment is secondary demonstrated adherence to rules and regulations. So that the aim of this article, the establishment and promotion of the Ottoman State outlines ages is center-periphery relations.
