WEBER’İN BÜROKRASİSİ KARŞISINDA YÖNETİMDE YENİDEN YAPILANDIRMA ARAYIŞLARI

Özet

Dünyada çok hızlı bir değişim süreci yaşanıyor. Yönetim alanı da bu süreçten payına düşeni alıyor. Artık daha etkin ve verimli yönetim sisteminin kurulması için toplumun her kademesinden yoğun talepler geliyor. Hantal kamu bürokrasinin vatandaşın yaşam kalitesini çok düşürdüğü, bu nedenle mutlaka yeniden yapılandırılarak, 21. Yüzyılın demokrasi anlayışı çerçevesinde bireylere hak ettikleri bir yönetim yapısını sunmaları gerektiği söyleniyor. Ancak bu nasıl olacak? Bürokrasi yerine alternatif yeni sistem ve modeller mi bulunacak? Yoksa bürokrasi yeniden yapılandırılması suretiyle etkin ve verimli bir yapıya mı kavuşturulacak? Bu çalışmada bu sorulara cevap aramaya çalıştık. Son yıllarda yaşanan gelişmeler paralelinde bürokrasiden vazgeçmenin imkânsızlığı öngörüsüyle, bürokrasinin nasıl daha etkin ve verimli bir yapıya kavuşturulabileceğini sorguladık. Bunun için öncelikle Weber’i ve onun “Bürokratik Yönetim Teorisini” daha iyi tanımamız gerektiğini düşünüyoruz. Makalede, bu kapsamda Weber’in hayat hikâyesini, teorisini ayrıntılı inceledik. Ardından da bürokrasinin yeniden yapılandırılması ve etkinleştirilmesi süreçlerini analiz ettik.

Abstract

The world is experiencing a rapid process of change. The management area is taking its share from this process. Now for the establishment of more effective and efficient management system, intensive demands are coming from all levels of society. It is said that; cumbersome government bureaucracy to reduce the quality of life of citizens, for this reason it must be restructured and they should provide a management structure to individuals within the framework of 21 century conception of democracy. However, how can this be? An alternative to the bureaucracy of new systems and models to be found? Or by the restructuring of the bureaucracy is a structure made more effective and efficient? This study tried to look for answers to these questions. In recent years, in line with developments in the impossibility of giving up the assumption of bureaucracy, we have questioned how the bureaucracy more effective and efficient structure. For this, we think that to get to know better. Weber and his Bureaucratic Management Theory. In this article, we have further examined Weber's life story in this context. Then we analysed the processes of enabling the restructuring of the bureaucracy.
