Özet
Ulusal kalkınmaya giden yolda bölgesel kalkınmanın gerçekleşmesi önem arz etmektedir. Tam da bu noktada kentsel ve kırsal kalkınma, bölgesel kalkınmayı tamamlayan yapı taşları olarak karşımıza çıkmaktadır. Az gelişmiş bölgelerde kırsal ve kentsel kalkınmayı yeniden harekete geçirmek için Bölgesel Kalkınma Ajansları ile Tarım ve Kırsal Kalkınmayı Destekleme Kurumu gibi nevi şahsına münhasır kurumlar kurulmuş bulunmaktadır. Bölgesel ekonomiyi canlandırmak için kurulan Bölgesel Kalkınma Ajansları (BKA) ile yerel ekonomiyi canlandırmak için kurulan Tarım ve Kırsal Kalkınmayı Destekleme Kurumu (TKDK) İl Koordinatörlüklerinin bulunduğu bölgelerdeki potansiyeli ortaya çıkararak ulusal ve uluslararası arenada gerek ekonomik, gerek sosyal, gerekse kültürel bir değer haline dönüşmeyi hedeflemektedir. Kentsel ve kırsal kalkınma için son derece önemli olan bu ekonomik yapılanmalar yapılacak yatırımlara sunmuş oldukları desteklere istinaden az gelişmiş bölgelerin en büyük sorunu olan işsizliğin minimize edilmesine, yoksulluğun azalmasına, çarpan etkisi ile göçü engelleyip, gelir dağılımı adaletsizliğinin giderilmesine katkı yapacaklardır. Söz konusu kalkınma birimleri, yerel ekonomiyi canlandırırken, buna paralel olarak ülke ekonomisine, büyümesine ve kalkınmasına da katkıda bulunacaklardır. Bu çalışmanın amacı bölgede/yereldeki kırsal kalkınmanın yeniden yapılanma sürecinde Bölgesel Kalkınma Ajansları ile Tarım ve Kırsal Kalkınmayı Destekleme Kurumunun oynayacağı rolleri analiz etmektir.
Abstract
