ESNAFLARIN KARŞILAŞTIKLARI SORUNLAR VE ÇÖZÜM ÖNERİLERİ: GÜMÜŞHANE İLİNDE BİR UYGULAMA

Özet

Esnafların kendine özgü yaşadığı sorunların bilimsel perspektiften incelenmesi önemlidir. Özellikle ilgili otoritelerin gerçekçi çözümler üretebilmesi için esnafların sorunlarının yerinde tespit edilmesi gerekmektedir. Bu doğrultuda çalışmada Gümüşhane Esnaf ve Sanatkârlar Odası ile Ticaret ve Sanayi Odası’na kayıtlı esnafların karşılaştıkları sorunlar incelenmiştir. Çalışmanın temel amacı; esnafların karşılaştığı sorunları tespit etmek ve çözüm önerileri sunmaktır. Bu amaç doğrultusunda Gümüşhane ilinde bir araştırma yapılmıştır. Örneklem rastgele tabakalaşma yöntemi ile seçilmiş ve araştırmaya katılmayı kabul edenlere anket uygulanmıştır. Araştırma için yüz yüze görüşme tekniğiyle 300 adet anket formu doldurulmuştur. Çalışmada temel istatistik analizlerinin yanında Ki-kare bağımsızlık testleri ile faktör analizi kullanılmıştır. Çalışma sonucunda, esnafların karşılaştıkları sorunların başında, vergi dağılımındaki adaletsizlik ve kamu kurum ve kuruluşlarıyla alakalı sorunların geldiği tespit edilmiştir. Bunun yanında kalifiye eleman bulmada yaşanan zorluklar ve ödenen primlere göre alınacak emekli aylıklarının düşüklüğü, esnafların temel sorunları arasındadır.

Abstract

It is important to examine the problems faced by the artisan from a scientific perspective. Especially for the authorities to produce realistic solutions, it is necessary to determine the problems of the artisans on the spot. In this direction, the problems of artisans registered in the Gümüşhane Tradesmen and Artisans Room and The Chamber of Commerce of Industry were examined. The aim of this study is to determine problems faced by artisans and is to propose solutions. For this purpose, a research was carried out in Gümüşhane central province. The sampling method was selected by random stratification and applied to those who agreed to participate in the survey. For the research, 300 questionnaires were filled with face-to-face interview technique. In addition to basic statistical analysis, Chi-square independence tests and factor analysis were used in the study. At the end of the study, it was determined that the problems faced by the artisans came from the unfairness of tax distribution and related problems with public institutions and organizations. In addition to this, qualified labor and paid insurance premiums are among the main problems of artisans.
