1920’LERİN SOVYETLERİNDE LATİN ALFABESİNE GEÇME SEBEPLERİ

Özet

1920’lerin Sovyetlerinde, Arap harflerini kullanan Orta Asyalı ve Kafkasyalı bazı gayrı-Rus toplumların ve Kiril harflerini kullanan Rus asıllı nüfusun, Latin Alfabesine geçmeleri için teşebbüsler gündemdeydi. Netice olarak gayrı-Rus toplumlar yazı reformu yapmış; Rus toplum için hazırlanan proje ise hayata geçirilmemişti.Bu makalede bu iki nüfusun Latin harflerini benimsemeleri doğrultusunda dönemin yazınında dile getirilen gerekçe ve hedefler araştırıldı. Arap, Kiril ve Latin Alfabeleri ne ile bağdaştırılıyordu? Harf reformuyla ulaşılacağı belirtilen netice(ler) neydi? Bu reform süreçlerini karşılaştırma yoluyla anlayabilmek üzere Türkiye’deki Harf Devrimi süreci de kısaca incelendi. Araştırmada bazı Osmanlı ve Cumhuriyet dönemi eserlerine ayrıca, SSCB’de 1924’te neşredilen beş makale ile 1930 yılının bir makalesi kaynaklarına başvuruldu. İnceleme sonrasında SSCB’de Arap harflerini kullanan gayrı-Rus toplumlar ile Rus asıllı nüfus kapsamında, aynı doğrultudaki yazı reformunun, farklı neticelere ulaştıracağının belirtildiği saptandı. Ardından Bolşevik idarenin yazı reformunu teşvik etmesinin ardındaki bazı bulgulara değinildi. Sonuç olarak Sovyetlerin, gayrı-Rus toplumların eğitim ve kültür alanlarındaki gelişimiyle, dile getirdikleri ölçüde ilgilenmekten çok, Rus asıllı nüfusun kültürel değerlerini korumaya gayret ettikleri görüldü.

Abstract

In 1920’s Soviet Union some of the non-Russian societies using the Arabic alphabet were encouraged by the government to adopt the Latin alphabet. They reformed their alphabets. At the end of 1929 a project concerning the adopting of the Latin alphabet by the Russian society was prepared. This project was cancelled. This work aimed to find out what was concretely expected to be achieved through these reforms, concerning the social and cultural lives of the mentioned societies. With what exactly were identified the Arabic, the Cyrillic and especially the Latin alphabets? What would a reform to adopt the Latin alphabet mean? For comparison the alphabet reform in Turkey was shortly examined too. The resources of this research were some works of the Ottoman and Republican period and articles published in the 1920s USSR. With this study it was stated that the expectations concerning the non-Russian and the Russian societies were different. Also the true intentions of the Bolshevik government were partially revealed. It was found that the USSR government was rather concerned with the protection of the Russian society’s cultural background than, as it was promising, the social change in the non-Russian societies.
