Özet
Osmanlı iktisadi modelinin özünde reayanın ve İstanbul’un iaşesi ön planda tutulmaktadır. İktisadi yapını başarısı bolluk ile ölçülmektedir. Ticari malların nüfusun yoğun olduğu bölgelere ulaştırılması sorunu Osmanlı’dan önceki imparatorluklarda da öncelenmiş bir konudur. Osmanlı imparatorluğunun ekonomik modelinde Mısır’dan İstanbul’a gelen tahılın önemsenmesi durumu aynı şekilde Mısır-Roma hattında Roma imparatorluğunda da karşımıza çıkmaktadır. Osmanlı’dan önce İslam uygarlığında ve Bizans’ta da karşımıza çıkan asker tedarikine dönük toprak yönetimindeki idari yapılanma, tarımsal üretimi önceleyen merkezi idareye bağlı mikro ölçekli bir iktisadi yapıdır. Osmanlı imparatorluğunun taşra yapılanması Tımar sistemi olarak literatürde yer almaktadır. Tımar sistemi merkezi idare tarafından denetlenen ve yerel otoritelere devredilmiş bulunan büyüklüğüne göre çeşitli isim ve yönetim tarzı ile geleneklere sahip idari ve iktisadi bir yapıdır. Sistemin temelinde denetlenebilir olma ve hesaplanabilir olma ilkeleri bulunmaktadır. Sistem merkezi idarenin yıllık olarak toplayabileceği vergi, sahip olduğu asker ve reayanın durumu hakkında bilgi sahibi olmasını sağlamaktadır. Günümüzde merkezi planlamanın ve öngörülebilirliğin iktisadi sistemdeki önemi yerini korumaktadır. Makalenin amacı Osmanlı klasik döneminde iktisadi yapının gerek reayanın huzuru gerekse devletin gücü bakımından üstünlüklerini, imparatorluğun piyasa dinamiklerinin dönemin ekonomi politiğine etki kabiliyetini izah etmektir.
Abstract
The provisionalism of citizens, who live in the empire border, is placed on the top of Ottoman economic model. The success of its economic structure is tested by wealth. The problem of transporting commercial goods to densely populated regions was an primary issue in the early empires too before the Ottoman Empire. The subject of the grain coming from Egypt to Istanbul, which had considered by the Ottoman Empire, is also considered in the Roman Empire on the Egypt-Rome line. The administrative structuring in land management towards the ready military system, which seen in also Islamic states and in Byzantium before the Ottoman Empire, is a micro-scale economic structure connected to the central administration that prioritizes agricultural production. The provincial structuring of the Ottoman Empire takes place in the literature as the Ottoman Timar System (manorialism). Tımar is a system controlled by the central government and delegated to local authorities. It is an administrative and economic structure with various names and management styles and traditions depending on its size. The purpose of the Tımar system was based on controllable army and calculable power during the needed times. Central administration had information with Tımar system about the taxes it can collect for each year and the status of army and citizens. Central planning and predictability are still important in the economic system in present. The aim of the article is to explain the superiority of the economic structure during Ottoman classical period in terms of not only peace of the citizen and the power of the state but merely the ability of empire’s economic enviroment to influence the politial economy of the period.
