Özet

Osmanlı Dönemi’nde İstanbul’un iaşesi sürekli olarak problem olmuştur. Çünkü bu şehrin iaşesi büyük oranda dışarıya bağımlıydı. Bu nedenle Osmanlı devlet adamları, İstanbul’un beslenmesiyle özel olarak ilgilenmek durumunda kalmışlardır. Bu bağlamda şe­hirde ekmek sıkıntısının yaşanmamasına ve çıkarılan ekmeklerin sağlıklı olmasına özen göstermişlerdir. Bu­nun için başta padişahın kendisi olmak üzere sad­ra­zam ve kaymakam paşalar tebdil-i kıyafetle denetimler yap­mış­lardır. Öyle ki, III. Selim bu konuya özel bir önem vermiş ve bu işten birinci derecede sorumlu olan kay­makam paşayı ve İstanbul kadısını sürekli olarak uyar­mıştır. Fakat bütün gayretlere rağmen İstanbul’da ek­mekler bir türlü istenildiği şekilde çıkartılamamıştır. Bu nedenle mesele, II. Mahmut zamanında da devam etmiştir.

Abstract

The subsistence of Istanbul was a constant problem during the Ottoman Period as the flour supply for the city was mainly dependent on external sources, so Ottoman officials had to deal with this issue with particular care. Hard work was undertaken to avert any possible shortage of bread and to ensure the quality of the bread produced. In this respect the Sultan, the Grand Vizier and Kaymakam Pasha in plain-clothes inspected the bakeries of Istanbul. Selim III. dealt with the issue personally and made the Kaymakam Pasha responsible for inspection of the bakeries in Istanbul and warned the Kadı of Istanbul of this. No matter how hard the authorities tried to do their best to ensure the production of the bread, the quantity of bread produced was far from satisfactory. The problem of the shortage of the bread in Istanbul also continued during the reign of Sultan Mahmud II.
