Özet
Göç, tarihsel süreçte insanların yaşamış olduğu mekanlardan farklı nedenlerden dolayı ayrıldığı durumu anlatan bir olgudur. Göçün insan ve toplum üzerinde önemli bir etkiye sahip olduğu, dolayısıyla bireyi ve toplumu değiştirdiği veya dönüştürdüğü bir gerçekliktir. Nüfus hareketlerinin yaşanmasında doğal afet ve savaş gibi nedenlerin yanında ekonomik gerekçeler ile teknolojik ilerlemelerin de rolü büyüktür. Bu anlamda, göç olgusu yerel, ulusal ve küresel olmak üzere üç boyutludur. Nedenleri ve boyutları farklı biçimde gerçekleşen göç hareketleri, özellikle göç alan ve göç veren devletleri ilgilendiren bir niteliğe sahiptir. Zira, göç hareketinin sınırları aşıp uluslararası bir boyuta ulaşması göç yönetimi anlayışının yeniden gözden geçirilmesini zorunlu kılmıştır. Bu durumda, küresel ölçekte uluslararası göç yönetişimi kavramının gelişimine neden olmuştur. Devletin, sivil toplumun ve piyasada etkin olan aktörlerin birlikteliğine ve eşitler arası yönetime karşılık gelen yönetişim kavramı doğrultusunda, ülkelerin göç hareketini yönetebilmeleri ve göç nedeniyle yaşamış oldukları sorunları çözmeleri gerekmektedir. Türkiye jeopolitik konumu nedeniyle göç hareketlerine açık olan ve göç hareketlerinden oldukça fazla etkilenen bir ülke konumundadır. Özellikle son yıllarda yaşanan siyasal, ekonomik ve bölgesel gelişmeler Türkiye’ye olan göç hareketlerini şekillendirmiştir. Bu göç hareketleri de Türkiye’deki ekonomik, toplumsal ve demografik yapı ile kamu düzeni ve güvenliği gibi alanları etkilemiştir. Türkiye’nin karşı karşıya olduğu bu göç hareketlerine yönelik uygulayacağı politikalar ve anlayışlar, uluslararası göç yönetişiminin temellerini oluşturacaktır. Bu çalışmada; öncelikle göç ve uluslararası göç yönetişimi kavramları üzerinde durulacaktır. Ardından uluslararası göç yönetişimi bağlamında Türkiye’nin göç hareketlerine yönelik tutum ve politikaları ele alınacaktır. Son olarak da, küresel ölçekte gerçekleşen göç nedeniyle yaşanan sorunlar değerlendirilecektir.
Abstract
Migration is a phenomenon that expresses the situation in which people have to depart from the places they have lived for different reasons. It is a reality that migration has a significant impact on individual and society and it can be said that it has an impact on individual and society by changing or transforming. In addition to the reasons such as natural disasters and wars, the economic reasons and the technological advancements have a great role in the population movements. In this sense, the phenomenon of migration is three-dimensional and it is local, national and global. Migration movements which have different reasons and are of particular interest to those migration receiving and sending countries. The fact that the migration movements crossed the borders and reached an international dimension made it necessary to revise the concept of migration governance. This led to the development of the concept of international migration governance on a global scale. The concept of governance that corresponds to the unity of state, civil society and the actors which are active in the market is in line with the governance of equals and it is necessary for countries to manage the migration movement and solve the problems they have experienced due to migration. Turkey is open to migration due to its geopolitical location and is a country affected by migratory flows widely. Especially in recent years the political, economic and regional developments have shaped the migration to Turkey. These migration movements have affected Turkey in areas such as public order security, economic, social and demographic structure. Turkey faces migration movements and Turkey’s recent policies to migration will be the basis for future policies of migration governance. In this study; firstly the concepts of migration and international migration governance will be discussed then Turkey's attitude and policies for migration governance in the context of international migration will be discussed. Finally, the problems due to the global migration will be evaluated.
