Özet
Kamu poltkası analz alanında yapılan çalışmalarda brçok model kullanılmaktadır. Bu alanda en yaygın kullanılan modellerden br, süreç modeldr. Süreç modelnde, br kamu poltkası beş aşamada analz edlmektedr. Bu aşamalar sırasıyla; gündeme gelş, formüle edlş, kanunlaştırma, uygulama ve değerlendrmedr. Bu çalışma, Türkye'nn savunma sanay poltkasının süreç model çerçevesnde analz edlmesn amaçlamaktadır. Kuşkusuz Türkye'nn savunma sanay poltkası genş kapsamlı br konu başlığıdır. Konuyu sınırlandırmak amacıyla çalışmada, örnek olarak 1998 yılında yürürlüğe gren Türk Savunma Sanay Poltkası ve Stratejs Esasları Dokümanı ele alınmıştır. Dokümanın en dkkat çekc özellğ, yen dönemde Türk savunma sanaynn gelştrlmes htyacının öne çıkarılmasıdır. Ntekm Dokümanda, bu htyacın karşılanmasında teknolojnn anahtar faktör olduğu vurgulanmaktadır
Abstract
Several models have used n the feld of publc polcy analyss. One of the most commonly used model n ths feld s the process model. A publc polcy has analysed n fve steps n the process model. The stages of the model are agenda settng, formulzaton, legtmaton, mplementaton and evaluaton. Ths study ams to analyse Turkey's defence ndustry polcy accordng to the process model. Turkey's defence ndustry polcy s certanly a broad topc. In order to narrow down the topc, example of Turksh Defence Industry Polcy and Strategy Prncples Document whch enacted n 1998 has been examned n the study. The most strkng feature of the document s emphass on the necessty of the development of the Turksh defence ndustry n the new area. Accordng to the document, technology has formed the key factor for development of the defence ndustry.
