Karşılaştırmalı Demokrasi Modelleri ve Hükümet Sistemleriyle İlişkisi

Özet

Demokrasi kavramının temelinde “halkın yönetimi” yer alınken, toplumların gelişmesiyle birlikte bu tanıma bazı ilaveler yapılmış ve günümüze kadar gelmiştir. Öğretide birçok demokrasi tanımı yer alırken toplumlara ve ülkelere göre farklı demokrasi modelleri ve teorileri ortaya konulmuştur. Devletlerin toplum yapıları ve yönetim biçimleri daima onların demokrasilerini şekillendirmiştir. Bu sebebe bağlı olarak toplumlar, daima kendileri için en ideal yönetim ve demokrasi modeli arayışı içinde olmuşlardır. Bu çalışmada demokrasi kavramı ve modelleri kıyaslamalı bir şekilde anlatılmaya çalışılmış, bu modellerden Westminster Modeli ve Çoğulcu Model üzerinde durulmuştur. Bu modelleri uygulayan ülkelerin toplum yapıları ve hükümet sistemleri ortaya konularak demokrasi ve hükümet sistemleri bağlantısı analiz edilerek yansıtılmıştır.

Abstract

GovernmentA lthough “ governing by people” takes its place at the bottom of democracy term, while societies developes, it has some additions and comes until today. Meanwhile there are various democracy definitions in the scope of the doctrine, different type of democracy models and theories, depending on societies and states has come out. The community structures and governing systems of states has always formalised their democracies. Therefore communities constantly searched the most ideal government and democracy models for themselves. The work in this paper is presented the democracy term and its models comperatively and among these models, Westminster and pluralist democracies emphasized.
