There was a need for the transition of education from the additive principle of development to the emergent-Term, to generate innovations, achieving the level of selforganization with preventive properties and ability to make decisions, depending on the value orientations of people with preimuschest-tively educational activities, and proposed the concept of the combined private and first-statehood infrastructure project of material support of the educational process.
