Özet
1990 yılında Türk Yüksek Öğretim Sistemi, bir Vakıf (Bilkent Üniversites)i ve 30 devlet üniversitesi olmak üzere, toplan 31 Üniversite'den oluşmuştur. 2010 sonu itibarıyla sistem, 8 (%4.80) vakıf meslek yüksekokulu, 102 devlet (%61.82), ve 55 (%33.33) vakıf üniversitesi olarak faaliyet göstermekte idi. Yine, 2015 itibarıyla, 8 (%4.15) vakıf meslek yüksekokulu, 109 devlet (%56.48), ve 76 (%39.38) vakıf üniversitesi olarak faaliyet göstermektedir. Türkiye'deki Yüksek Öğretim Sisteminde gerçekleşen kapasite artışında Vakıf Üniversitelerinin payını hızlı bir tempo ile arttırdığını göstermektedir. Buna karşın sistemin içinde bulundğu rekabet yapısının Türk Eğitim Endüstrisinin stratejik boyutlarını geliştirebileceğimiz şekilde irdelenmediği de aşikâr olmaktadır. Bu çerçevede kalite yönetimi araçlarından birisi olan "Kalite Kontrol Grafiği" kullanılarak Türkiye'deki Hukuk Eğitiminin ikilemleri irdelenmiştir.
Abstract
While Turkey had 31 universities in total with one foundation university during 1990; at the beginning of year 2011, there were 165 universities, 102 of these were public universities (61.82%); 55 (33.33%) belonged to foundations (privately owned); and there were 8 (4.85%) privately owned ( foundation based) vocational schools of higher education. The number of privately owned foundation universities has risen to around 50% of the total by the end of 2014; the student population of these universities is estimated to exceed 10% of the total population. Although the phenomenon is relatively very new and expanding on a very rapid pace, it serves as an extremely important academic learning exercise. The domain of this research focuses on drawing lessons from the managerial and strategic implications of these rapid developments. The study also attempts to build up a platform for cross cultural research. The skeleton of this study is based upon bench marking and quality management philosohy. We develop a methodology to apply quality control charts to assess the higher educational characteristics and pinpoint the strategic planning aspects in the area of law education.
