Özet

Avrupa Birliği (AB) ülkeleri Avrupa Yerel Yönetimler Özerklik Şartı'nda (AYYÖŞ) yetkilerle donatılmış yerel yönetimlerin varlığının, hem etkili hem de vatandaşlara yakın bir hizmet sağlayacağına inanarak, AB ülkelerinde özerk yerel yönetimlerin korunması ve güçlendirilmesinin demokratik ilkelere ve yönetimde adem-i merkeziyetçiliğe dayanan bir Avrupa oluşturulmasında önemli bir katkı sağlayacağını düşünmüşlerdir. Bunun için de karar organları demokratik bir şekilde oluşan, sorumlulukları, yetkileri, karar alma ve uygulama serbestlikleri ve bu sorumlulukların karşılanması için gerekli kaynaklar bakımından geniş bir özerkliğe sahip yerel yönetimlerin olması gerektiğini kabul etmişlerdir.

Abstract

Under the assumption that the existence of local governments bestowed through the authority of European Charter of Local SelfGovernment (ECLSG) would lead to the provision of effective and responsive services for the citizens of the EU countries, they considered that the protection and empowerment local governments would contribute primarily to the establishment of a Europe based on democratic and decentralized principles. To this end, it is accepted that local governments have broad autonomy in terms of having democratically established decision bodies, along with responsibilities, authorities and free will in decision making and implementation and access to necessary resources to meet these responsibilities.
