Özet

Yeryüzünde ilk devletler günümüzden yaklaşık 5.500 yıl önce Mezopotamya’da ortaya çıkmıştı. Devletleşme süreci büyük ölçüde tarım devrimi ile bağlantılıdır. 10.000 yıl öncesine uzanan tarım devrimine kadar, yeryüzünün her köşesinde, insan toplulukları avcılık ve toplayıcılıkla geçinen eşitlikçi, küçük, göçebe veya yarı göçebe kabileler halinde yaşıyordu. Belirli bir alanda yerleşmeyi ve nüfus artışını mümkün kılan tarımsal üretimin başlamasıyla, toplumun eşitlikçi yapısı bozulacak ve ilk kent toplumları ortaya çıkacaktır. İlkel toplumdan kent toplumuna geçiş, Mezopotamya’nın hemen ardından Mısır’da görülecek, bin yıl sonra (M. Ö. 2000) Hindistan ve Çin’de de yaşanacaktır. İlk devletler kent toplumu üzerinde örgütlenen siyasal iktidarlardı. Devlet biçimi toplumsal yapının evrimine bağlı olarak değişir: Kent toplumu kent devletini (polis-site), feodal toplum feodal devleti, ulusal toplum ulus devleti (modern devlet) ortaya çıkarttı. Beş bin yılı aşan devletli toplumların tarihinde, her çağda, çok sayıda devletini bir araya getiren imparatorluklar da kurulmuştur. Bu yazının konusu imparatorluk olarak adlandırılan siyasal yapının niteliğini sorgulamak ve onun bir devlet biçimi olup olmadığını incelemektir. İmparatorluk ile devleti karşılaştırmak için ilk adım, bu kavramların anlamını açıklığa kavuşturmak olmalıdır. Her iki kavramı asırlar boyunca yaygın biçimde kullanmamıza rağmen, hala siyaset bilimi ve kamu hukuku açısından net bir tanıma kavuşturabilmiş değiliz.

Abstract

The first states on earth emerged in Mesopotamia about 5,500 years ago. The emergence of the state is largely linked to the agrarian revolution. Until the agrarian revolution dating back 10,000 years, human societies lived in every corner of the earth as egalitarian, small, nomadic or semi-nomadic hunting and gathering tribes. With the commencement of agricultural production, which makes it possible to settle and increase population in a certain area, the egalitarian structure of the society will be disrupted and the first urban societies will emerge. The transition from primitive society to urban society will take place in Egypt immediately after Mesopotamia, and will take place in India and China a thousand years later (2000 BC). The first states were the political powers organized on urban society. The state form changes depending on the evolution of the social structure: urban society revealed the city-state, feudal society revealed the feudal state, national society revealed the nation state (modern state). In the history of more than five thousand years of state societies, empires that have brought together many states have emerged in every age. The subject of this article is to question the quality of the political structure called empire and to examine whether it is a form of state. The first step in comparing the empire with the state should be to clarify the meaning of these concepts. Although we have used both concepts extensively for centuries, we still have not achieved a clear definition of political science and public law.
