Özet
Eğitimin niteliği, büyük ölçüde öğretmenin niteliğine bağlıdır. Türkiyedeöğretmenliğin meslekleşmesi yolunda yaklaşık 160 yıllık bir mücadele sürmektedir. Ancakyasal hükümlere rağmen, Türkiyede öğretmenlik, kapısı değişik meslek gruplarındakiinsanlara açık olmuş, öğretmenlik kolay elde edilebilen bir meslek olarak algılanmıştır. Buaraştırmanın amacı, kısa süreli öğretmen yetiştirme uygulamalarına ilişkin olarak, öğretmenyetiştirme literatürünü zenginleştirmek ve yeni bilgiler sağlamaktır. Tarama yöntemikullanılan araştırmanın verileri, konuya ilişkin literatürle birlikte, arşiv belgeleri, OsmanlıDönemine ait süreli yayınlar ve bazı ikincil kaynaklardan elde edilmiştir. Araştırmada eldeedilen bulgulara göre Osmanlı döneminde öğretmenlerinin ayrı bir okulda yetiştirilmesi fikri,Tanzimat döneminde gündeme gelmiştir. Bu amaçla Darulmuallimîn-i Sıbyan 1868 deİstanbulda açılmıştır. Ancak bu okulun kapasitesi çok sınırlıdır ve bütün Osmanlıilkokullarının öğretmen ihtiyacını karşılamaktan çok uzaktır. Kısa sürede çok sayıda öğretmenyetiştirmek amacıyla kurslar açılması yoluna gidilmiştir. İlki 1880 yılında İstanbulda açılanbu kurslar yoluyla yenilikçi öğretim yöntemlerinin kazandırılması amaçlanmıştır. Abstract
The quality of education mostly depends on the quality of teachers.Approximately a 160-year of struggle has been continuing in Turkey for teaching s becominga profession. However, despite the legal provisions, in Turkey teaching has become open topeople with various jobs and it has been considered as a profession which can be easilyobtained. The aim of this study is to reach and obtain further data for teaching trainingliterature with regard to the practices of short term teaching training. The data of this research,which was conducted by scanning method, have been obtained from archive documents,periodicals of the Ottoman Era and some secondary sources together with the literature on thistopic. According to the findings of this study, the idea of training teachers at a different schoolduring the Ottoman Era came into question in the Tanzimat Period. For this purposeDarulmuallimîn-i Sıbyan was opened in İstanbul in 1868. However, the capacity of thisschool was rather limited and it was far from meeting the needs of all the Ottoman PrimarySchools. In a short time, courses were thought to be opened with the aim of training numerousteachers. Through these courses, the first of which was opened in İstanbul in 1880, innovativeteaching methods were aimed to be adopted. Through these short term courses teachers weretrained for schools both in Istanbul and in the countryside. However, it is ambiguous that inwhich way these attempts of Ministry of Education to meet teacher deficit affect the quality ofeducation.
