Doğu Akdeniz’de Paylaşım Rekabeti: Türkiye-Yunanistan Gerginliği ve Avrupa Birliği’nin Tutumu

Özet
Doğu Akdeniz’de keşfedilen hidrokarbon rezervleri, yapılan ikili deniz yetki alanları sınırlandırma antlaşmaları ve kıyıdaş devletlerin yanı sıra bölge dışı ve küresel aktörlerin artan ilgisi bölgede çok boyutlu çıkar çatışmalarına sebep olmaktadır. Doğu Akdeniz’de çatışmalı konular ve alanlar kıyıdaş aktörler nezdinde bir krize dönüşürken, bölgede tarih boyu süregelen güç ve hakimiyet mücadelesine günümüzde bir de farklı aktörlerin paylaşım rekabeti eklenmektedir. Avrupa Birliği bölgeye farklı boyutlarda ilgi duymaktadır. Bir taraftan Güney Kıbrıs Rum Yönetimi’nin Kıbrıs’ın tek egemen temsilcisi sıfatıyla üyelik statüsüne sahip oluşu Doğu Akdeniz’i Avrupa Birliği’nin doğal sınırlarına dönüştürmüş durumdadır. Diğer taraftan, Birliğin enerjide dışa bağımlı yapısı, bölgede mevcut siyasi istikrarsızlık, düzensiz göç ve sınır güvenliği endişeleri, Türkiye’nin Avrupa Birliği üyelik süreci, Kıbrıs sorununun çözümsüzlüğünden kaynaklı çatışma alanları ve Türkiye-Yunanistan ilişkilerinin gerginleşen seyri gibi faktörler Avrupa Birliği’nin bölgeye ilgisini canlı tutmaktadır. Bu çalışmada bu faktörlerden Türkiye-Yunanistan gerginliği kapsamında bir değerlendirme yapılmakta ve Avrupa Birliği’nin Doğu Akdeniz stratejisi incelenmektedir. Avrupa Birliği’nin Doğu Akdeniz yaklaşımının üyelerin egemenlik hakları ve dayanışması retoriği ile çıkarlarının örtüşmesi üzerinden şekillendiği iddia edilmektedir. Türkiye’nin bölgede mevcut faaliyetlerini frenleme çabasına dönüşen bu tutum, Türkiye-Avrupa Birliği ilişkilerini de doğrudan etkilemektedir. Bu bağlamda, Avrupa Birliği Liderler Zirvesi kararlarından yola çıkılarak Avrupa Birliği’nin Doğu Akdeniz’deki rolü ve etkinliği sorgulanmaktadır.
Abstract
The hydrocarbon reserves discovered in the Eastern Mediterranean, the bilateral agreements on maritime delimitation and the increasing interest of riparian states as well as non- regional and global actors cause multidimensional conflicts of interest in the region. While the conflicted issues and areas in the Eastern Mediterranean turn into a crisis in the eyes of riparian states, the sharing competition of different actors is added to the struggle for power and domination that has been going on throughout history in the region. The European Union (EU) has multiple interests in the region. On the one hand, the fact that the Greek Cypriot Administration of Southern Cyprus has the EU membership status as the sole sovereign representative of Cyprus has turned the Eastern Mediterranean into the natural borders of the European Union. On the other hand, EU’s dependency on energy import, political instability in the region, irregular migration and border security concerns, Turkey’s European Union membership process, nonresolution of Cyprus problem and related conflicted areas, Turkey-Greece tense relations are factors keeping alive EU’s interest in the region. In this study, the European Union’s Eastern Mediterranean strategy is examined on the basis of the Turkey-Greece tension in the region. This article claims that the overlapping of its interests and its rhetoric on the sovereign rights and solidarity of members shape the Eastern Mediterranean approach of the European Union. This attitude that turns into an effort of interrupting Turkey’s existing activities in the region also directly affects Turkey-EU relations. In this context, the role and effectiveness of the European Union in the Eastern Mediterranean is questioned, based on the decisions of the European Council.
